Sub:-    PAY - Fixation of Pay of Junior Scale Officers consequent on implementation of RPS 1993 - Further Orders - Issued.

        The Revised Pay Scales 1993 to Officers were communicated vide Circular 2nd cited for implementation in the Salary Bill of October 1995 w.e.f. 01.04.1993.  At para 4 of the said Circular it was stipulated that D.A. as on 01.01.1993 shall be merged with the Basic Pay as on 01.04.1993.  Further at para 3.1.4 it was stipulated that the method of fixation as at para 4 shall not be applicable to the Managers appointed on or after 1st April 1993.

        The Officers' Association in their representation 3rd cited have represented that in the RPS 1993 a peculiar situation has arisen where in certain Direct Recruit Junior Scale Officers have got minus figures in implementing the revised Scales, resulting in recoveries without any increase and they have requested  to review these cases and issue instructions with regard to protection of Pay to Junior Scale Officers in RPS 1993.

        The Matter has been examined, in RPS 1993 the time scale for JSO cadre was revised to 4400-175-5800-210-7900 from the existing scale of (RPS 1989) 2800-120-3520-150-5170.  Due to delayed implementation of RPS 1993 in October 1995, the Junior Scale Officers who were appointed under direct recruitment quota between 01.04.1993 and 05.10.1995 were allowed to draw Rs. 2800/- in pre-revised scales with D.A. ranging from 62.4% as on 01.01.1993.  These JSOs have been placed at the minimum of the time scale ie., Rs. 4400/-from the date of appointment in terms of Para 2.3 (a) and 3.1.4 of Circular 2nd cited.  This has resulted into lesser drawal of Rs.147.20 in the pay (Rs. 4400/- instead of Rs. 4547.20 ie., Pay Rs. 2800 + DA Rs. 1747.20).

        The request of the Association for protection of Pay exclusively to such of those offficers who were directly appointed as JSOs between the period from 01-04-1993 to 05-10-1994 has been examined and it is agreed to provide monitory relief.

        Therefore it is hereby ordered to sanction an amount of Rs. 147.20 ps., as Personal Pay  retrospectively from the date of appointment to only such of those Direct Recruit Junior Scale Officers who were appointed between  the period from 01.04.1993 to 05-10-1995 pending approval of the Competent Authority.  This Personal Pay shall be continued until next revision of Pay Scales without absorbing in future increments.

        Necessary action may therefore be taken to regulate their pay and drawal of arrears thereon according to these instructions.
