Sub :   PAY SCALES – Revision of Pay Scales of the Employees and Officers  of the Corporation w.e.f. 01.04.2005 – Payment of 3rd installment of arrears due on the RPS 2005 to the Employees and Officers – Reg.

The Pay Scales in respect of the employees in Class-II, III & IV services of the Corporation, which have been revised w.e.f. 01.04.2005 in terms of the MoS 1st cited, have been notified through the Circular 2nd cited for implementation of the same from the Salary Bill of January 2007. 

 

It was agreed in the MoS 1st cited, that the arrears due to the employees consequent to RPS 2005 would be released in three equal installments,  the 1st installment will be paid in April 2007 and with regard to the remaining two installments, the time would be discussed mutually and settled depending upon the financial position of the Corporation.

 

Instructions were issued through Circular 4th cited, for payment of 1st installment of arrears i.e. 1/3rd of the arrears due on RPS 2005 to the employees through Supplementary Salary Bill on or after 28.04.2007. 

 

Consequent to the Revision of Pay Scales in respect of Officers w.e.f. 01.04.2005 vide Circular 3rd cited,  instructions were issued through the Circular 5th cited for payment of 1/3rd of the arrears due to them on account of RPS 2005 (i.e. 1st installment of arrears) on or after 28.04.2007 through Supplementary Salary Bill. 

 

Through the Circular 6th cited, instructions were issued for payment of revised rates of CCA to the employees and Officers concerned on the pay ranges of RPS 2005 w.e.f. 01.04.2005 and the arrears on this count for the period from 1.4.2005 to 30.09.2006 should be paid in the 2nd and 3rd installments of RPS 2005 arrears equally.

 

In the meeting held with the Recognised APSRTC NMU on 04.10.2007, it was decided that the advance amount of Rs.3000/- paid to the employees in accordance with the Cir.No.PD-14/2006, dated 29.03.2006 would be recovered from the 3rd  installment.

 

It is now decided to pay 3rd and final installment of arrears due to the employees and Officers concerned consequent to RPS 2005 on or after 27.02.2008 through Supplementary Salary Bill, after pre-audit, duly effecting the recovery of Rs.3000/- from all the employees concerned against the amount already paid as Advance.  This being the final installment of arrears of RPS 2005, as agreed to at item 14.2 of the MoS 1st cited, in case any portion of the advance amount of Rs.3000/- could not be recovered in the 3rd installment, for whatsoever reason (when the 3rd installment payment due is not there or insufficient towards Rs.3000/- to be recovered), such advance shall be recovered in the regular salary of the employee concerned.

 

All other general instructions/conditions stipulated vide Circulars 4th and 5th cited, for payment of arrears on RPS 2005 to the eligible employees and officers shall be totally complied with, while arranging payment of 3rd installment of arrears to them.

 

An entry to the effect of payment of 3rd installment of arrears on RPS 2005 shall be made in the SR of the employees and Officers concerned.

 

            The present payment of 3rd Installment of arrears shall be taken into account for assessing Income Tax for the financial year 2007-08.

 

Instructions for drawal of the difference on EL-encashment for the year 2005 on RPS 2005 will be issued separately.

 

Necessary action shall be taken accordingly.
