Sub: PAY – Sanction of Special Grades on completion of 12 years of service in a particular category – Counting of service rendered in the post of Attender/Sweeper in the re-categorized post of Shramik for the purpose of placement in Special Grade – Instructions Issued.

In terms of Wage Agreement entered into on 21.04.1989 with the Recognised Union, it was agreed to provide Special Grades with a view to relieve stagnation among certain categories of employees who have put in 12 years or more in the same category. Accordingly, administrative instructions were issued through Circular No.PD-65/1989, dated 03.06.1989 for implementation of Special Grades.
The object of providing Special Grades is to relieve stagnation among such of those employees who could not get promotion, though they are otherwise eligible, even after completion of 12 years of service in the same category as such.
As agreed in the Memorandum of Settlement reached with the JAC on 04.01.2002, the benefit of Special Grades was extended to the employees in some more categories, which includes Shramik (Non-ITI), who have put in 12 or more years of service as such in the same category and to place them on to the Special Grades. Accordingly, instructions were issued through Circular No.PD-61/2002, dated 28.08.2002.
The Corporation Board in its Resolution No.157/2000, dated 25.11.2000 while approving the NORM for various categories, the Norm was made ZERO in respect of Booking Clerks, L.V. Drivers and Attenders /Sweepers. Hence, it was decided to convert staff in un-productive categories like Attenders/Sweepers etc., into productive categories like Shramiks etc., by the year 2004-05 so as to improve productivity and reduce personnel cost. Accordingly, the Attenders/ Sweepers were re-categorized as Shramiks.
Vide Item No.18 of the Memorandum of Settlement reached with the Recognised APSRTC National Mazdoor Union on 22.01.2010, it was agreed to count the service rendered in the category of Attender/ Sweeper in the re-categorized post of Shramik for the purpose of placement in Special Grade.
All the Competent Authorities are therefore advised to take necessary action for placing the eligible employees in the category of Shramik in Special Grade by counting the service rendered in the category of Attender/Sweeper in the re-categorized post of Shramik w.e.f 01.08.2009 and thereafter on 1st of August of every year, provided the employee is qualified for promotion to the next higher post either from the category of Attender/Sweeper or Shramik and duly following the guidelines issued from time to time for placement and fixation of pay in Special Grades.
