Sub:    ALLOWANCES – Payment of Dearness Allowance to the Employees w.e.f 01.07.2009 in RPS 2009 – Orders - Communicated.

            An Agreement for Revision of Pay Scales 2009 was reached with the Recognised APSRTC National Mazdoor Union on 22.01.2010 under section 12(3) of I.D.Act, 1947.  Instructions were issued through Circular 4^th cited regarding implementation of Revised Scales of Pay 2009 through the Salary Bill of March 2010.

            The Scales revised are D.A merged as on 1^st January 2009 when the preceeding 12 months moving average of All India Consumer Price Index Number was at 3233 (Base: 1960 = 100) as communicated by the Bureau of Economics and Statistics, Government of Andhra Pradesh.  Further, DA rates have to be calculated on the percentage increase of Index Numbers (Moving Average for preceeding 12 months) as on 1^st July and 1^st January of every year with the Base of 3233 (All India Consumer Price Index Number).  The DA rate will be corrected to the nearest decimal point.

            Consequent upon the Revision of Pay Scales 2009 to the Employees in Class-II, III & IV services of the Corporation, the revised rates of DA payable to the employees, whose pay has been fixed in RPS 2009 (irrespective of Pay Range), are notified hereunder, pending approval of the Board.

NOTE:1.  “PAY” means Basic Pay fixed in RPS 2009 and changes that come about from time to time on account of increment/promotion/reversion/reduction in Pay etc., and shall include Special Pay and Personal Pay.  It does not include special allowance.

2.  The D.A. shall be calculated on Basic Pay of RPS 2009 and to be rounded off to  the nearest rupee i.e., less than 0.50 paise shall be ignored and 0.50 paise and above shall be rounded off to the next rupee.

            If any employee opts to Revised Scales of Pay 2009 on the date of his/her next increment (other than 1^st April 2009 but before 31.03.2010), he/she shall be entitled for DA as usual at the rates prescribed circulars 1^st and 2^nd cited till his/her pay is fixed in RPS 2009.

          The above rate of Dearness Allowance shall not be applicable to the Ex-TTD employees, who have not opted to the service conditions of APSRTC and also to the Employees on deputation to APSRTC.

         The arrears of difference in Dearness Allowance from 1^st April 2009 or from the date of option to come on to Revised Scales of Pay 2009 and up to February, 2010 shall be drawn along with the arrears of RPS 2009, for which, instructions will be issued separately.  Similarly, if there is any recovery of DA on account of implementation of revised rates of DA, the same shall be adjusted when arrears of Pay Scales are drawn.

           The expenditure on account of this revision shall be debited to the relevant regular Account Heads.
