Instructions were issued vide reference 1st cited with regard to providing of Traffic Guides at various traffic generating points duly outsourcing the activity through manpower agencies.

Vide ref.2nd cited guidelines were issued to give preference to the APSRTC retired employees registered societies/agencies for allotment of Traffic Guides contracts through tenders duly relaxing the upper age limit with a condition that they must produce a fitness certificate issued once in a year with a cut of date on 1st July.

There are complaints from the individuals working as Traffic Guides that the outsourcing agencies are not paying the full amount of wage to the retired employees.

The Retired Employees Associations are frequently representing to utilize their services by the Corporation and they are willing to work as Traffic Guides.

This functioning of traffic guides and pattern of allotment of contracts has been examined in detail and it is decided to engage retired employees only as Traffic Guides as per the requirement duly dispensing the existing tender system. As such, the following revised instructions are issued.

1.        Tenders shall not be called henceforth for engaging Traffic Guides.

2.        The existing traffic guide Contracts which are on NOMINATION basis shall be dispensed immediately.

3.        The existing traffic guides contracts entrusted through Tenders duly entering into agreements, shall be dispensed soon after completion of the present agreement period and shall not be extended further.

4.        Works allotted through Retired Employees Associations shall also be dispensed.

5.        Regional Manager shall "assess the requirement of traffic guides at various traffic generating points. The assessment shall be made judiciously based on the need for engaging a Traffic Guide with relevance to cost effectiveness, traffic potentiality etc., The requirement shall include the weekly off reserve. Approval shall be obtained by the Executive Director of the Zone.

6.        On receipt of approval of the ED/ZONE, the requirement of Traffic Guides point-wise shall be notified on the Notice Boards of the Units and at Regional Office calling for willingness applications from the interested retired APSRTC employees.

7.        The Unit officers shall send all applications received to the Personnel Officer of the Region and the Personnel Officer of the Region concerned shall consolidate all applications received from the Units and the RM's Office.

8.        The RM/Dy.CTM/PO/AO of the Region shall scrutinize the applications and select the candidates based on their physical suitability to continuously work duly standing for 8 hours.

9.        The Traffic Guide must be able to read, write and shall be familiar with local geography and culture.

10.     The Traffic Guides selected shall be directed for medical fitness by the SMO/MO of APSRTC Dispensary before engagement. Further, they must produce medical fitness once in a year with a cut off date of 1st July. Since there are no specific medical standards in this regard, the SMO/MOs shall be examine for their physical suitability to work for 8 hours continuously standing in view of their advanced age before issuing medical fitness.

11.     The Personnel Officer of the Region shall obtain prior approval of the Regional Manager to engage and allot the candidates selected and found medically fit to the needy units.

12.     It is the responsibility of the Unit Officer to ensure that the services of the Traffic Guides are efficiently utilized.

13.     The Dy.CTMs of the Regions shall periodically monitor the working attitude/performance of the Traffic Guides and this shall be made a parameter for review during periodical meetings at Regional level.

14.     They shall be paid the minimum wage of unskilled category i.e. Rs. 4,030/- directly by the Corporation subject to revision as and when Government revised the minimum wage.

15.     The Incharge Supervisor shall maintain the attendance of the traffic guides engaged. The monthly attendance particulars shall be certified by the Incharge Supervisor.

16.     The payment shall be arranged only after pre-audit by the Regional Accounts Office every month. The Dy.CAO/AO of the Region shall verify the attendance, satisfactory performance report, Bank Account details etc. of individual traffic guides engaged before certifying for release of payment.

17.     The monthly remuneration shall be paid directly to the Bank Account of the Retired employee engaged as Traffic Guide. The payment by way of cash/ cheque is not permitted.

18.     Since only retired employees are to be utilized as Traffic Guides, the statutory provisions like PF/ESI are not applicable.

19.     Since the Corporation is directly engaging the retired employees as Traffic Guides, there is no need of paying 7% profit margin on the wage.

20.     While engaging the employees retired from the service on Superannuation shall only be permitted. At any case the employees dismissed/removed/ suspended/retired on medical grounds shall not be engaged as Traffic Guides.

21.     The Traffic Guides have to strictly follow the shift timings allotted to them by the Traffic Incharge. The Traffic Incharge is authorized to change their shift duties based on the day to day traffic need.

22.     Traffic Guide are permitted to avail only Weekly Off on the day as decided by the Unit Officer.

23.     The remuneration shall not be allowed for the day of absent and the Unit Officer has the discretion to discontinue the Traffic Guides found frequently absent/unsatisfactory performance.

24.     The Job Description of Traffic Guides as communicated vide Circular No.PD-11/2009, dt 19.3.2009 shall stands good.

The earlier instructions issued on Traffic Guides are revised as above.
