To meet the requirement of crew against unauthorized/spot absenteeism and avoid cancellation of services, instructions were issued from time to time for keeping additional pool of 0.1% over and above the permitted crew norm of 2.6 per schedule. Instructions were also issued to show the crew engaged against pool separately without reflecting the same in the BSR. The mere contention of maintaining this pool is to avoid cancellation due to unauthorized absenteeism of crew, ensure punctuality and reliability of operations. Instructions were also issued not to allow wages to the crew unauthorisedly absent in addition to initiating necessary disciplinary action to curtail the unauthorized absenteeism. It is also felt that there will not be additional financial impact by allowing additional pool of 0.1 cushion since they are engaged against the unauthorized absentees for whom the wages will not be paid as per the instructions.
After review of the wage bills of various units, it is noted that the additional pool of crew provided is not being utilized for the purpose it is proposed. At most of the units the wages are being allowed to the unauthorized absentees also on one or other plea for the day of their absence though the contract crew were utilized against such absenteeism duly paying wages, and the wage bills are reflecting as having utilized the crew more than 2.6 norm.
This has been examined in details and it is decided to WITHDRAW the system of providing additional pool of crew with immediate effect and the following instructions are issued:
1 All the Conductors/Drivers who are on rolls shall be reflected in the staff position as against their categories and the column meant for Additional Pool shall be DELETED in preparing the staff position.
2 The Unit Officers shall seriously view the unauthorized absenteeism of employees and action shall be taken as per the guidelines issued vide Circular No.PD 69/2010 dt 23.12.2010.
3 While calculating the BSR, all the employees on rolls shall be taken into consideration.
4 The present practice of calculating the BSR on RTC Schedules duly reducing the conductors @2.6 per each hire bus schedule from the total employees while calculating the BSR shall be continued.
5 The instructions issued to maintain Crew norm @ 2.7 during the peak season April to June and @ 2.6 crew norm for the remaining period are to be strictly maintained.
Action shall be taken accordingly.
