         Instructions were issued  vide reference 4th cited for implementation of Grievance Procedure for early settlement of grievances of the employees in all Units.

 

        All the Unit Officers are hereby advised to take necessary action to implement the instructions contained in the letter 4th cited, a copy of which is enclosed.  Wherever the words "Division/Divisional/Divisional Manager" appears in the letter 4th cited the same shall be replaced with the words "Region/Regional/ Regional Manager".  Similarly, the words "Region/Regional/ Regional Manager" shall be replaced with the words "Zone/Zonal/Executive Director (Zone)".

        Vide reference 3rd cited Circular instructions were issued regarding strict implementation of grievance procedure for early settlement of grievances of the employees working in all Units.  A copy of the same is also enclosed for your ready reference.  For each Region the LW & IRO will be responsible to get the grievance committees formed as follows.

 

        1.    GRIEVANCES UNDER THE PURVIEW OF THIS PROCEDURE  :

 

        a)    Wage payment, overtime payments, leave including submission of leave account, passes, medical assistance and reimbursement of medical bills and such other allowances like T.A. Night Shift Allowance, one man operation allowance weekly off etc.  These items which are purely effecting an individual workman shall fall under the definition of a grievance.  They will be attended by the Unit Officer at the Unit level under whom the employee  is working.  The above are examples.  Any grievance effecting a workman shall be taken note of by the Unit Officer.

 

        b)    Subjects relating to transfer, promotion, seniority of any category of worker within the Divisional Seniority level shall be discussed for settlement at the Divisional Manager's level.

   

        c)    Similarly the transfers, promotions and seniority which is a Regional level will be dealt at the Regional Manager's level.

 

        2.    The following shall be the Grievance Committees at various levels to discuss and settle the Grievances mentioned above.

 

        2.1.    UNIT LEVEL : A grievance box should be kept at a prominent place.  Complaint form should be made available.  The Unit Officer along with two supervisors one from Mechanical and one from Traffic and two nominated members from the recognised Union shall meet once in 15 days or earlier to review the action taken by the Unit Officer.  If the reply given by the Unit Officer is not satisfied, the employee may prefer an appeal to the First Appellate Committee at Divisional level, with a copy to LW & IRO of  the concerned Region.

 

        2.2.    FIRST APPELLATE COMMITTEE AT DIVISIONAL LEVEL :

 

        At the Divisional level to thrash out the grievances of the employees pertaining to matters centralised at Divisional level shall have a committee consisting of Divisional Manager, two Depot Managers and the LW&IRO.  The Union shall also nominate 3 members on this Committee.  This Committee shall be an Appellate Grievance Committee which shall not only look to the grievances of the employees mentioned at para 1 (b) but it shall also discuss the grievances which have remained unsettled at the Unit level after a reply is given to the employee by the Unit Officer.

 

        2.3.    SECOND APPELLATE COMMITTEE AT REGIONAL MANGER'S LEVEL  :

 

        This Committee shall consist of 2 Officers Dy. CPM, DVM and 3 representatives of the Branch Union and the LW & IRO.  This Committee will deal with the unsettled matters of the Divisional Grievance Committee and also deals with the matters relating to transfers, promotions and seniority of the employees working in the Region.

 

        The idea in streamlining the grievance procedure and follow strictly every month by giving proper importance is to avoid representations to the Unit Officers by groups of employees or others in the name of Union Representations almost every day.  It is also decided to stop the facility of 4 hours relief to the Union nominated members every day for 4 hours which is now in vogue.  Before doing so, it should be proved beyond doubt that the grievances of workman are attended to by the Management through the active functioning of above grievance committees.   Hence a report is required to be sent by LW & IRO by 5th of every month on Industrial Relations covering the following matters.

 

        a)    The functioning of Grievance Committee :

        i)    No. of grievances received.

       ii)    No. of grievances settled.

       iii)   No. of grievances pending.

 

        b)    any stoppage of services - if so, the Reasons for the stoppage by the Staff and the action taken on the same.

 

        c)    Gheraos conducted and the reasons for the same.

 

        d)    Dharnas conducted and the reasons for the same.

 

        e)    Hunger Strikes conducted  - Grievances on which the hunger Strike camps are started.  Whether any action has been taken by the Unit Office or Divisional Office or Area Office.

 

        As per the instructions contained in the Circular 3rd cited, the LW & IROs should immediately contact the Branch Secretaries of the recognized ------ Union and arrange formation of the committees duly fixing up dates immediately and commence the work on settlement of grievances of the workers.

 

        It is also expected that for any doubts unnecessary references should not be made now which will delay the scheme.  The grievance committee should start functioning forthwith and compliance report should be sent immediately.

Though circular instructions in the past have been issued from time to time to implement the grievance procedure strictly in every unit of the Corporation in order to redress the local grievances immediately at the Unit level, it is surprised to note that still many of the Units are not following the grievance procedure. It is also observed that though monthly periodical has been prescribed on this subject, we are getting reports only from some Units and most of these periodicals are coming with NIL statements in a routine manner, where as the Unions are representing many of the grievances of the staff working in the same Units to Head Office for early settlement.

The General Manager is very unhappy about the non-compliance of the instructions issued on this subject by the Unit Officers. He desires that the Regional Managers and the Divisional Managers will be continuously monitor the working of the Grievance Committees. The General Manager also directed that the Regional Managers should make L.W.& I.R.Os of their Regions responsible for the formation of Grievance Committee and its effective functioning in redressing the staff grievances. He also desires constituted immediately, wherever they are not yet formed and should start its functioning atleast from 06-10-80. the L.W.& IROs should write to the Branch Unions to nominate the Union Representatives to be on the Committee at the Unit Level, Divisional Level and Regional Level. The L.W. & I.R.O. should also act as a member on all these committees.  How ever, the General Manager also advised the Dy. Chief Personnel Manager (Industrial Relations), Hyderabad to visit each Region to ensure  from the L.W.& I.R.Os of the Regions for effective implementation of the Grievance Committees and Grievance Procedure.

It is also hereby informed that whenever the R.Ms or Dy.Ms. are making inspections to Depots, they should invariable check the Grievance Register and periodical statements of the concerned Unit and entry should be made to this effect.

Any desired by the General Manager all the Unit Officers are hereby once again advised to strictly comply with the instructions issued on this subject and pay their personal attention. The Appellate Grievance Committee should be formed at Dvl. Manager’s Level and 2nd Appellate Committee with the Regional Manager level the provision made for settlement before the Regional Manager is now added in order to ensure that the individual grievance from the Unions to Head Office level is brought only when the grievance of an individual employee is not settled at all levels within the Region.

The first Committee meeting at Divl. Manager’s level and Regional manager’s levels should be held on 15th October, 80 and 25th October, 80 respectively and progress made in this direction should be reported to General Manager by 3rd of every month.
