            Operational Performance is prerequisite for profitability of the Corporation. Though there are several factors contributing for the growth of operational performance, resource utilization is a vital factor. Effective resource utilization can be achieved by scientific preparation of Crew & Bus links and duty charts of drivers and conductors. 

  

     Recently, instances have come to the notice of VC & MD that in some of the depots the fixation of crew to duties has not been done and crew are still on out of rotation which is deleterious to the operational performance.

 

In some of the depots, the duties are not as per the chart. Duties are allotted on the spot to the crew, depending upon the availability of the crew. This spontaneous allotment of the duties is the most unorganized way of booking of duties which has to be discouraged totally.

   

        Out of rotation and total rotation are not conducive for growth of the operational performance as the crew performs different duties due to which they don’t get acquaintance with the road pattern and passenger needs which ultimately lead to deterioration in operational performance.  Unfortunately, despite circular instructions, Fixations of crew to services and buses has not been done completely. It is the high time to implement the fixation of Crew to the services strictly inter alia the improvement in Occupancy Ratio hinge on it.

 

        Mainly, there are three types of duty charts as hereunder.

 

        1) Total Rotation of duties

        2) Weekly rotation of duties

        3) Fixation of crew to services

                                       

 1) Total Rotation of duties:

In this system, all the services of the Depot are arranged in keys. The crew has to perform all the services of the depot of different keys, routes and buses.  In a depot of 120 schedules there may be approximately 40 keys and the crew has to perform all the services of 40 keys. So, the crew may get an opportunity to perform the same service/schedule after 6 months in rotation. As a result they don’t get command on any of the routes. Every time they perform the duty, they feel it as a new one.  

 

2) Weekly rotation of duties:

In this system, the crew is fixed to one key only, consisting of 3 to 6 services of same route/sector. The crew performs only these services on rotation for a stipulated period (one year).                        

3) Fixation of crew to the services:

In this system, the crew is fixed to only one service for a minimum period of one year.

 

Experience proved that the Fixation of crew to the services and buses is fetching good results since the services are operated with greater reliability owing to personal interest evinced by the crew. This Fixation of crew is also helping in maintaining good rapport with the commuters and to the needs of the traveling public satisfactorily. It is expected to be beneficial to maintain cordial relations with the passengers and ensuring smooth clearance of traffic.

   If Fixation of crew is done in true spirit duly fixing the bus to driver and service/schedule, it motivates the crew to discharge their duties in a productive manner. 

                                                                       

ADVANTAGES:

 

(1) Customer satisfaction

 

Of late, customer centricity has become the buzz word in every organization. Customer satisfaction is no doubt the most important aspect and without the customer satisfaction it is impossible to survive. In this era of cut throat competition, our success as a public transport depends to a great extent on the services we provide for our customer. Fixation of chart facilitates the crew to develop intimacy with the customers and with their requirements which enable to improve punctuality, reliability and courteous behaviour with the customers and that ultimately leads to customer satisfaction which is the sequel for improvement in revenue augmentation. 

 

(2) Improvement in operational performance

 

Ø     The crew will accustom to the route pattern, traffic flow, and they come to know suitable timings for the passengers and ensure clearance of traffic on the routes.

Ø   It inculcates the responsiveness and sense of belongingness among the crew

Ø      It improves the reliability and punctuality of services

Ø The crew suggests suitable timings for passengers and there by  performance of service will be improved

 

 (3) Improvement in mechanical performance

 

Ø      The drivers will not only concentrate on fitness of the vehicle but also ensure proper upkeep and condition of buses.

Ø      It decreases the accidents as the drivers would be familiar with road pattern

Ø      It improves KMPL of buses. It also reduces the failure of buses.

For example, in Nirmal depot, earlier there was no Fixation of the crew to the services and the buses. After fixation of services and the buses to the crew there was instantaneous improvement in the KMPL of the depot by 0.12 points and there was also improvement in the punctuality.

 

In the light of the above the following instructions are reiterated

 

a)       At any cost, there should not be out of rotation of crew and total rotation of chart in the Depots.

 

b)     Fixation of crew to the services and buses has to be done for a minimum period of one year duly taking in to consideration of seniority and willingness of the crew.

 

c)       Sector-wise keys have to be prepared for ordinary, Express and long distance special type services separately. 

 

d)        In case of long distances and single crew services, if it is not possible to the crew to perform these services continuously, weekly rotation can be resorted to the extent of these services only with due permission from the Regional Manager concerned.

 

e)    In any depots of a Region, if Fixation of crew is not feasible due to various reasons, the permission of the Regional Manager concerned shall be accorded to prepare weekly key rotation.

 

IMPLEMENTATION:

 

1)    The Depot Managers shall ensure the implementation of Fixed duty charts and they should enlighten the crew on such fixation in the interest of the employees, commuters and Corporation.

 

2)    The DMs shall implement the above instructions with out fail on or before 31.03.2011.

 

3)    It shall be strictly ensured that there should not be any deviation of duties to the crew except in unavoidable circumstances and such deviation shall be made with prior approval of Regional Manager.

  

MONITORING & REVIEW:

 

1)      The Dy.CTMs & Dy.CMEs during their periodical review meetings, this item shall be included as an agenda item. They shall also review this during their depot inspection in the depots.

 

2)      The Regional Manager/EDs of Zones shall also review this in the periodical review meetings and at the time of depots inspections.

 

3)    A compliance report as having implemented the Fixation of crew to services and buses be sent to this Office by 5th April 2011 positively. Any deviation or non-implementation will be viewed seriously.
