CIRCULAR NO.PD-08/2012, DATED  30 04.2012

Sub– GRIEVANCES – Redressal of staff Grievances at Depot/Unit level – Instructions issued – Reg.

****

In order to redress the grievances of the employees at unit level, explicit instructions were issued in the past, from time to time to implement the grievance procedure strictly in every Unit of the Corporation.

However, instances are coming to the notice that the Depot Managers / Unit Officers are not following the grievance procedure, and not attending to the individual grievances at Unit level, which is leading to strained relations and representation of individual and local grievances at Higher levels viz., Regional / Zonal / Head office for settlement.

The Grievance procedure forms part of the integrated scheme intended to promote satisfactory relations between employee and employer. If the grievances are not attended promptly, day-to-day grievances get piled up and the accumulated discontent culminates into indiscipline. The grievances seriously disturb the employees and they mostly affect their morale, productivity and their willingness to cooperate with the organization. Therefore, the grievances must be redressed as expeditiously as possible.

In order to keep up employee’s morale, it has been decided to dedicate a day in a week, to attend to the grievances of the employees. It also helps the Unit Officers to concentrate on their business activity in the remaining days of the week.

It is decided to fix “Tuesday” as grievance redressal day. All the Unit Officers are advised to make themselves available on every “Tuesday” in their Office from 09.30 Hrs to 15.30 Hrs and give a personal hearing to all the employees whoever has a grievance and to take necessary action to settle the grievance. The Unit Officers are advised to not to entertain any representations either from individuals or Unions unless exigencies warrant, in the remaining days of the week and to concentrate fully on their business to augment the revenues and to reduce the cost. However the joint meetings with the representatives of the recognized Union have to be conducted as per the instructions in vogue. The above instructions shall come into force wef 02.05.2012, in all Units/Regions including Corporate Office.
