Sub:  SERVICE REGULATIONS: Providing alternative employment to medically unfit drivers to the post of Record Tracer - Orders Issued - Reg.

Instructions were issued through Circular 1st cited that there shall be absolute ban on all Direct Recruitment and Promotional posts till further instructions and prior and written approval shall invariably be obtained from VC & MD for filling up of any post either by Direct Recruitment or by Promotion other than the promotional posts in the cadres of MC/AMF and equivalent cadres to the extent of sanctions communicated by Head Office.

Instructions were also issued through Circular 2nd cited authorizing all the Regional Managers to dispose the cases of medically unfit Drivers, who opt for alternative employment, in their respective jurisdictions in relaxation of instructions issued through Circular 1st cited by offering the posts of Conductor Gr.II and Shramik to eligible candidates, in order to mitigate the hardship of medically unfit Drivers and to implement the provisions of Section 47 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995, as per the guidelines prescribed therein, until further orders.

As a measure of reducing the BSR, the sanctions of Attender/Mali/Malan/ Sweeper were made ‘0’ and most of these employes in these categories  were recategorised as Shramiks for utilization in productive cadre.  As a result, the Appointing Authorities are unable to fill up the vacancies of Routine Clerks/Record Tracers due to non-availability of eligible candidates from the feeder cadres and experiencing much hardship in maintenance of records and causing delay in forwarding the cases connected to Suits filed by the Ex-employees.

In order to come out of the above situation and to fill up the vacancies in the cadre of Record Tracers, all the Regional Managers are hereby authorized to offer the post of Record Tracer, in addition to Conductor Gr.II and Shramik posts, to the medically unfit drivers who opt for alternative employment, until further orders. 

The following instructions are issued for considering such employees willing to do the post of Record Tracer, subject to fulfilling the conditions mentioned hereunder:

1.         He must be in possession of the requisite qualification of a pass in VII class prescribed for the post of Record Tracer under Recruitment Regulations.

2.         He must be medically fit as per the medical standards prescribed for the post of Record Tracer.

3.         When a medically unfit driver, who is provided with alternative job of Record tracer was drawing pay more than the maximum of the scale of Record Tracer, his pay shall be fixed at the maximum of Record Tracer scale and pay over and above that scale shall be treated as PP to be absorbed in future increments in the post of Record Tracer subject to eligibility.

4.         If he was drawing Pay less than the maximum of the scale of the Record Tracer, his pay shall be fixed at the stage equal or just below to that of his pay in the present pay duly treating the difference, if any, as PP to be absorbed in future increments in the post of Record Tracer.

5.        When a medically unfit driver is appointed as Record Tracer as an alternative job, the date of his next annual increment in the post of Record Tracer shall be arrived duly counting the length of duty period from the date of latest annual increment in the post of driver to the date on which he is declared medically unfit for the post of driver.

6.         His seniority in the post of Record Tracer shall be reckoned from the date he reported for duty as Record Tracer for further promotion.

7.        He shall not be allowed additional monetary benefit as envisaged under Reg. 6(A)(5)(b) of Service Regulations.  

The periodical in the prescribed proforma as per the schedule communicated through Circular 2nd cited shall be sent by the Regional Manager concerned to Personnel Officer-II, Bus Bhavan, Hyderabad.
