Sub:     PAY – Special Grades - Grant of Special Grades to the employees working in the categories of Attenders, Sweepers and Scavengers, who do not possess requisite qualification for promotion to the higher post - Instructions - Issued.

Vide reference 1^st cited, instructions were issued extending Special Grades to the categories of Sweepers, Scavengers and Tracers (CED), who have put in 12 years of service in the same post. Through Circular 2^nd  cited, 20 Years Special Grades were provided with effect from 01.08.2009 to the employees, who have put in more than 20 (Twenty) years of service in the same category of post and who were already enjoying 12 Years Special Grades.

As per the existing instructions issued on Special Grades, the employees who do not possess requisite qualifications for promotion to the higher post can not be treated to have been stagnated and as such they are not entitled for placement in 12/20 Years Special Grades.

APSRTC NMU (Recognised) submitted a representation requesting to grant 12/20 Years Special Grades to Attenders, Sweepers and Scavengers, though they do not possess the requisite qualification for promotion to next higher post, since most of them were appointed without any educational qualifications and rendered nearly 25-30 years of service in the Corporation. In consideration of the representation made by Recognised Union,  the Board vide Resolution 3^rd cited accorded approval to grant 12 / 20 Years Special Grades to those employees working in the categories of Attenders, Sweepers and Scavengers, though they do not possess requisite qualifications for promotion to the next higher post.

Therefore, all the Unit Officers shall take necessary action to grant  12/20 years Special Grades, with effect from 01.08.2009 and thereafter on 1^st August of every year,  to the eligible Attenders, Sweepers and Scavengers, though they do not possess requisite qualifications for promotion to the next higher post.

The other terms and conditions stipulated in the circulars cited shall remain unchanged.
