Ref:   Board Resolution No.23/2010, dated 09.02.2010.

1.            The Corporation Board vide Resolution cited has approved for implementation of the Revised Pay Scales 2009 for Officers, pending sanction of the Government.  Therefore, the following instructions are issued in regard to implementation of Revised Scales of Pay 2009 for Officers.

 

2.            REVISED SCALES OF PAY & THEIR APPLICABILITY:

 

2.1                    The Scales of Pay shall be applicable to Officers of APSRTC who were on rolls as on 1st April 2009 and appointed thereafter.  The Scales of Pay shall hereafter be referred to as “The Revised Scales of Pay 2009” and shall be deemed to have come into force w.e.f 1st April 2009 unless specified otherwise.  The details of the Revised Scales of Pay 2009 are shown in Annexure-I.  The Revised Scales shall be implemented in the Salary Bill of March 2010.

 

2.2                    GRADE PAY:  The amount of existing reimbursable allowances of refreshments, News Papers and Bearer has been taken for the purpose of introduction of Grade Pay in respect of JSOs, SSOs and HODs and the rates of Grade Pay are indicated against each category in Annexure-I.  The Grade Pay shall be drawn to the Officers w.e.f 01.02.2010.  The Grade Pay shall be treated as Pay for the purpose of drawing applicable allowances i.e., DA, HRA, Encashment and Retirement benefits.

 

2.3                    The Revised Scales of Pay shall not apply to:

 

a)Officers appointed on Contract basis or consolidated Pay.

b)            Officers working in the Corporation on deputation and who have not opted for Corporation Scales during their period of service.

c)            Officers transferred from the TTD and who have not opted to the service conditions of the Corporation.

 

2.4                    All the appointments whether by promotion or direct recruitment made to posts existing on or after 1st April 2009 shall automatically be made as per the Revised Scales of Pay 2009.

 

3.            EXERCISE OF OPTION:

 

All Officers shall have the option to come on to the Revised Scales of Pay 2009 subject to the following conditions:

 

3.1              The Officers holding a post of Class-I Scale in the Corporation as on 31st March 2009 and continued on 1st April 2009, the Scale of which is revised, may opt:

 

3.1.1        To remain in the existing Scales of Pay 2005 until the Officer vacates his/her post or ceases to draw Pay in the existing Scales of Pay 2005; or

 

3.1.2        To draw Pay in the Revised Scales of Pay 2009 either from 1st April 2009 or from the date on which he/she earns his/her next annual increment occurring after 1st April 2009 but before 31st March 2010 IN THE POST HELD AS ON 01.04.2009.

 

3.1.3        The Officers who were promoted on or before 1st April, 2009 and those who have opted for Pay fixation in the higher post from the date of their normal annual increment under Regulation 9(1)(a) on or after 01.04.2009 but before 31.03.2010 and continued to draw their pay in the lower post are not eligible to opt to come on to RPS 2009 in the promotion post.   However, their Pay will be fixed at appropriate stage in higher post, in the Revised Scales of Pay, 2009 as per the option already exercised by them for Pay Fixation in Officiating post under Regulation 9 (1) (a).

 

3.2              The option shall be exercised in duplicate before 19.03.2010.  A specimen Option Form is appended to this Circular at Annexure-II.   While filling up Item No.8 of the Option Form both the Punishments of Cumulative and Non-cumulative nature should be shown.  Further while filling up Item No.6 of Option form, if the date of normal increment and actual drawal differs on account of punishments, both the dates should be indicated.

 

3.3              The Option so exercised shall be final and the Officer shall not be permitted to revise the Option at a subsequent date.

 

3.4              If the Officer does not exercise the Option in writing before 19.03.2010 as specified in 3.2 above, he / she shall be deemed to have opted to the Revised Scales of Pay 2009 from 01.04.2009. A rubber stamp with the following matter may be affixed on the Pay Fixation Form of such Officers who have not given Option before 19.03.2010, duly signed by Unit Officer.

UNIT OFFICER

 

 

3.5                 An Officer holding a Substantive lower post and Officiating in a higher post and drawing appropriate Pay in higher Scale as on 01.04.2009 or on the date of Option, shall exercise his/her option in respect of both the posts.

 

3.6                 An Officer, who retired or resigned or was removed or dismissed from service on or after 01.04.2009 but before the date of issue of this Circular notifying the Revised Scales of Pay 2009 may exercise his/her option within THREE months from the date of this Circular.

 

3.7                 In case of an Officer, who died in harness on or after 01.04.2009 and before exercising the Option as in 3.2 above, he / she shall be deemed to have opted for the Revised Scales of Pay 2009 with effect from 01.04.2009 or date of increment, if it falls before his death, whichever is beneficial to the deceased Officer.

 

3.8                 In case where the date of increment in the existing Scales 2005 of an Officer is altered after exercising of Option or circumstances existing on the date of exercise of option are materially altered by any order of Managing Director or any Authority, he/ she may exercise the revised Option within a period of ONE MONTH from the date of issue of the relevant order by the Competent Authority.

 

3.9                 The Officer who is on leave or under suspension on the date of issue of this Circular and who does not join duty before the last date of exercise of Option under Para 3.2 may exercise his / her option within a period of ONE MONTH from the date of resumption of duty after the expiry of the leave or from the date of his/her reinstatement, as the case may be.

 

4.            METHOD OF FIXATION: 

 

The method of fixation in the Revised Scales of Pay 2009 shall be as follows:

 

4.1                    All the components from (a) to (c) indicated below shall be added and rounded off to the next one rupee to arrive at the existing emoluments for fitment.

 

a)      Basic Pay as on 01.04.2009 or on the date of Option (including PP but excluding FP increment (s)).

 

b)      An amount representing 24% of Basic Pay (excluding F.P. increment(s)) as Fitment Benefit.

 

c)      DA at the rate existing as on 1st January 2009 (on Basic Pay + PP + FP Increments duly rounding off to the nearest rupee i.e. less than 50 paise shall be ignored and 0.50 paise and above shall be rounded off to the next rupee).

 

4.2                   The Pay shall be fixed in the RPS 2009 at the stage next above the amount of existing emoluments irrespective of whether the amount of existing emoluments is a stage or not in the Revised Scales of Pay 2009 provided that –

 

a)      if the amount of the existing emoluments, as so computed above, is less than the minimum of the Revised Pay Scales 2009, the Pay shall be fixed at the minimum of that scale; and

 

b)      if the amount of the existing emoluments, as so computed above, is more than the maximum of the Revised Pay Scales 2009, the Pay shall be fixed at the appropriate stage duly extending the Scale of Pay at the rate of last increment in RPS 2009 and to allow Increments, if not withheld by any punishments, every year.

 

4.3                    The existing quantum of Personal Pay towards FP increments, if any, as on 31.03.2009 shall continue.  P.P. under Family Planning and P.P. for other purposes shall be shown separately at item 1 (b), item (4) and item (8) of Pay Fixation form.  The F.P. increment which was sanctioned with effect from 1.4.2009 shall be allowed in the revised rate of RPS 2009 after fixation of Pay in RPS 2009 for those Officers who have opted to come on to RPS 2009 w.e.f 01.04.2009 and be shown as Personal Pay.  In respect of Officers who opts to remain in the existing Scale of Pay 2005 until the date of next increment before 31.03.2010, the F.P. Increment in such cases shall be allowed at the old rate eligible in RPS 2005.

 

4.4                    In the case of Officers whose increments have been withheld as a measure of penalty, their Pay will be fixed in the Revised Scales of Pay 2009 as already laid down in Para 4.1 depending on his / her option.  The next increment will be allowed on the expiry of the period, for which the increment was ordered to be withheld.

 

4.5                    The cases of Officers undergoing punishment of postponement of increment or reduction to a lower stage in a Time Scale or to a lower post shall be dealt with as follows:

 

4.5.1              In cases of Officers, who were undergoing punishment of postponement of increment or reduction in Pay on 1st April 2009, their Pay shall be fixed as if they were not undergoing such punishment and the effect of punishment would be enforced in the Revised Scales of Pay 2009.   

 

4.5.2             In regard to Officers undergoing the punishment of reduction in rank on 1st April 2009, their Pay shall be fixed both in the lower and higher ranks and on expiry of the punishment, their Pay would be drawn as fixed in the higher ranks.

 

4.6                    A specimen Fixation Form is appended at Annexure-III.  The Pay Fixation Form shall be prepared in Duplicate

 

5.            DATE OF NEXT INCREMENT IN THE REVISED SCALES OF PAY 2009.  

 

The next increment of an Officer, whose Pay is fixed in the Revised Scales of Pay 2009 as on 1st April 2009 in accordance with the principles laid down above, shall be due on the date on which he / she would have drawn normal increment, had he/ she continued in the pre-revised Scale.

 

6.            RELIEF TO OFFICERS, WHO HAVE REACHED THE MAXIMUM OF A TIME SCALE: 

 

In order to provide relief to the Officers who reach maximum of a Scale in the Revised Pay Scales, 2009, increments shall be allowed, if not withheld by any punishment, every year until next Revision of Pay Scales, for which the Scale of Pay shall be deemed to have been extended at the rate of last increment drawn by them.

 

7.      EQUALISATION ALLOWANCE:

 

Equalisation Allowance now existing will continue for the Managers concerned promoted from the Supervisory cadre.

 

8.      DEARNESS ALLOWANCE RATES:

 

The Dearness Allowance rates admissible on RPS 2009, which have been notified through Circular No.PD-05/2010, dated 17.02.2010 and Circular No.PD-06/2010, dated 17.02.2010 shall be adopted in respect of the Officers whose Pay has been fixed in RPS 2009.     The Officers, who have opted to RPS 2009 at a subsequent date other than 1st April 2009, will continue to draw the DA at the old rates under RPS 2005.

 

9.            HOUSE RENT ALLOWANCE:

 

House Rent Allowance shall be payable to the eligible Officers on the Revised Scales of Pay 2009 at the rates indicated below against each category of places w.e.f 01.04.2009.

11.       CAREER ADVANCEMENT SCHEME:

 

11.1          In order to relieve stagnation among all the Officers of the Corporation, Career Advancement Scheme is introduced in place of the existing scheme of Stagnation Grades to JSOs and SSOs. As per this Scheme, the Officers who have completed 9, 18 and 26 years of service from the date of appointment as Junior Scale Officer and at these given completed years of service, if the Officer does not get promotion to the next higher post, he shall be placed in the next higher scale along with applicable allowances. Separate instructions will be issued on implementation of Career Advancement Scheme.

 

11.2          Consequent to introduction of Career Advancement Scheme, the pay of the JSOs-SG and SSOs-SG existing as on 31.03.2009 shall be fixed in the Revised Scales of Pay 2009 indicated in Annexure-I in respect of JSOs and SSOs respectively.

 

11.3          In respect of those SSOs and JSOs who were placed on Stagnation Grades w.e.f 01.04.2009 and drawing the pay in the respective Stagnation Grade Scales in RPS 2005, their pay shall be taken as if they were not placed on Stagnation Grades and fixed in RPS 2009 in respective scales, since the existing Stagnation Grades are replaced with Career Advancement Scheme w.e.f 01.04.2009.

Note:  1) All the Officers in the JSO cadre working in the Zonal Units shall submit their Option Forms to the Dy.CPMs of the Zone concerned as per the time schedule.

 

 2) All the Officers in the JSO cadre working in the Regions shall submit their Option Forms to the RMs concerned as per the time schedule.

 

 3) All the Officers (i.e. other than JSOs) working in the Zones shall submit their Option Forms directly to the Dy. CPM  (Admn), Head Office, as per the time schedule.

         

 4) All the Officers working at Head Office shall submit their Option Forms to the Dy. CPM (Admn) as per the time schedule.

 

13.       DRAWAL OF ARREARS:

 

13.1                     Separate instructions will be communicated on the payment of arrears for the period from 01.04.2009/ the date of option to February 2010.

 

13.2                     Necessary entries shall also be made in relevant records like Service Records, Seniority Lists, Railway Pass Registers etc.  After pre-auditing of Pay Fixation, one set of Option Form and Pay Fixation Form shall be submitted as an accompaniment to Salary Bill in which revised Pay is implemented.   The Audit Officer shall endorse “Implemented in Salary Bill of March 2010” on the Pay Fixation Form.   The same set of Option Form and Pay Fixation Form shall be returned to the Unit by the Audit for resubmission as an accompaniment to bill for drawal of arrears duly tied firmly for permanent record.   The other set of Option Form and audited Pay Fixation Form shall be filed in the P.Case of the Officer.   The endorsement made by the Audit Officer for implementation as well as drawal of arrears shall be extracted on P.Case copy of the Pay Fixation Form and attested by the Unit Officer.

 

14.        REMOVAL OF DOUBTS, IF ANY:

 

Any doubt arising in the course of implementation of the Revised Scales of Pay 2009 shall be referred to the Executive Director (Admn.) for clarification.

 15             No Pay anomalies shall be entertained.                    

 16.            Receipt of the Circular is to be acknowledged.
