Sub:     OUTSOURCING – Outsourcing of Traffic Guides at various traffic  generating points in APSRTC – Guidelines issued – Reg.

1) INTRODUCTION:

Traffic Guides are being deployed at various traffic generating points for carrying out the following activities in APSRTC:

 

a)      To provide information to the passengers waiting in Bus Stands on correctness of route Nos., destination, frequency, times of arrivals & departures, route lengths and journey time etc.

b)      To guide the waiting passengers to stand in order and avoid obstruction to the movement of the buses.

c)      Not to allow any vehicles other than RTC buses to stop at the Bus Stands.

d)      To implement “halt and go”

e)      Inform the Unit Officer concerned regarding bunching of buses.

f)        To announce the arrival and departure of buses thereby help passengers in boarding and alighting.

At present Retired APSRTC personnel are being engaged as Traffic Guides on payment of remuneration of Rs.50.00 per day.

 

      Considering the imminent need for Traffic Guides at various traffic generating points to avoid deflection of passengers to other modes of transport the following guidelines are issued in this regard for strict compliance by the Regional Managers.

 

2) ASSESSMENT OF THE NEED AND NUMBER OF TRAFFIC GUIDES:

      A committee comprising the Regional Manager, Dy.Chief Traffic Manager, Accounts Officer and the Depot Manager of   the Depot where the Regional Head Quarters is located shall identify the important Traffic Generating points of the Region that needs care and protection.  They shall assess the number of Traffic Guides required at each traffic generating point shift-wise.

 

            If exists a sanction there for continuing the Retired Personnel for utilizing as Traffic Guides, they may be continued till the expiry of their present tenure.  After expiry of their present tenure, their services shall not be continued and engaging Traffic Guides at such points shall be allotted through tender as given in this Circular.

 

3) OUTSOURCING OF TRAFFIC GUIDES:

The following instructions are issued for compliance in respect of outsourcing of the activities of the Traffic Guides:

a)      The Regional Managers shall get the activities relating to the duties of Traffic Guides carried out through outside Agency on contract basis.

b)      Tenders shall be called for by the Regional Manager of the Region concerned from the Man Power Agencies Registered with the Labour Department to provide men required to carryout various works (activities) of Traffic Guides to the extent of man power assessed.

c)      While calling for tenders, the requirement of specific number of Traffic Guides to be deployed at each Traffic Generating point shall be specified in the Tender Notification and in the Terms & Conditions of the Tender Application.

d)      Tenders may be called for from the Contractors who are in possession of individual Code No. of  PF & ESI unless they are exempted.

e)      The minimum value of the contract shall be assessed based on the following three components:

i)        The minimum wages payable per month  (i.e., @ Rs.2,886/- p.m. as communicated vide Circular No.PD-34/2007 Dt.2.7.2007   to the workers required to be deployed for the work; and

ii) The statutory employer’s contributions payable in respect of the workers towards PF, EDLIF and ESI, etc., along with the administrative and inspection charges, wherever applicable.

iii) Over and above the value of the aforesaid two components, a profit margin of 7% in all the Units may be considered to be allowed for the Contractor.

iv) The total value of the above said three components shall be notified in the Tender Notification with a condition that no contractor can quote less than the value so arrived.

v)  It should be clearly mentioned in the Notification that if any Contractor quotes less than the above value, such a quotation  will automatically be disqualified and the Tender Committee shall not consider such quotation at any cost.

The contract shall be awarded to the Tenderer who quotes the nearest rates to the floor rate computed under point No.   (e).

             A Committee consisting of Regional Manager, Dy.Chief Traffic Manager, Personnel Officer and the Dy. Chief Accounts Officer or  Accounts Officer of the Region shall examine the Tenders and negotiate with Tenderers after short-listing the tenders based on the total remuneration quoted and technical back ground of the tenderer.  The decision of the Committee is final.

 

4)        The following conditions shall be clearly mentioned in the Terms and Conditions of the Tender Application:

 

a)      The Contractor / Agency should deploy only male candidates against the contracted work. 

b)       The persons to be employed by the contractor shall invariably possess the following qualifications to attend to the contracted works of Traffic Guides at various important traffic generating points:

Must be able to Read, Write and Speak Telugu and English and shall be familiar with local geography and culture.

5)      The Workers to be deployed by the contractor must be above 18 years and below 62 years of age as on the date of filing tender provided they are physically fit.

6)      The duties and responsibilities of Traffic Guides engaged at Bus Stations / Control points/ Traffic Generating points are at Annexure.

7)      While submitting the tender quotations the Contractor shall restrict the remuneration payable to person who has crossed 58 years age to only Rs.2886/- per month, as no statutory contributions like PF, EDLIF & ESI shall be paid in respect of such Traffic Guides who fall under the definition of exempted employee as per PF Act.  In such cases the tender amount quoted shall get proportionately reduced.

8)      The Tenderer should pay an EMD amount @ 2.5% of the total notified value of the work-contract along with Tender Application through DD.

9)      Successful Tenderer shall have to pay Security Deposit equivalent to one months’ contract amount within fifteen days from the date of allotment of tender.

10)  The successful Contractor / Agency has to furnish the passport size photographs of the Traffic Guides to be deployed by him for the contracted work, within 15 days of awarding contract containing the Name, Qualification, experience, age, Father’s name, residential address of each Traffic Guide along with Tender Application.  The Contractor shall not change the men without prior approval of Depot manager/ Traffic Incharge.

11)  The contractor has to pay the minimum wage to the Traffic Guides as prescribed by the Govt. of A.P., from time to time, besides paying employer’s contributions towards PF, EDLIF and ESI etc. in respect of the workers.

12)  The contractor should deploy the no. of Traffic Guides prescribed against each shift, irrespective of his obligation to extend weekly rest to his workmen, which he has to meet on his own arrangement. The Traffic Guides have to strictly follow the shift timings allotted to them by the Traffic incharge.   The Traffic incharge is authorized to change their shift duties based on the day to day traffic need.

13)  Incharge Supervisors shall maintain Registers regarding Attendance and works carried out by the Traffic Guides engaged by the Contractor.

14)  The Incharge supervisor shall certify the claim submitted by the contractor with reference to the register maintained.

15)  In case the Contractor deploys any of his family member who are covered under the term “Family Members” as defined under Sub-Section 3 of Section 26 of the Minimum Wages Act, 1948, an Affidavit explaining the relationship and dependency shall be submitted, both by the Contractor as well as the reported family member of the Contractor individually.

16)  The Successful Contractor should produce the Traffic Guides, whom he proposes to deploy against the work, along with their certificates concerned, before the Tender Committee immediately on finalization of the Tender.

17)  Two Sets of White Colour Uniform per year,  P Cap, Whistle and  a Stick shall be supplied to  each Traffic Guide by the Contractor.  

18)  In case, there are more than one Tenderer quoting the same lowest amount, allotment of contract shall be made on the basis of the Lottery.

19)  If any Traffic Guide of Contractor absents on a particular day, the corresponding amount has to be deducted from the Contractor.

20)  In the event of the Contractor continuously defaulting and not supplying sufficient number of assigned Traffic Guides regularly, the Regional Manager on the recommendations of DM can terminate the contract with a month’s notice.  In order to bridge the intervening gap of engaging another Contractor, the RM is   empowered to engage to allot the work to any other Contractor on nomination basis at the old rates upto 3 months, ED of the Zone is empowered upto 6 months or till such time fresh tenders are called for and finalized whichever is earlier in accordance with the Circular No.PD-46/2007, dated 28/09/2007.

21)  EDs of the Zones are hereby authorized to accord sanction for the allotment of the above work contract to the successful contractor, recommended by the Tender Committee.  The minimum period of contract shall initially be for a period of TWO years, extendable for one more year on similar terms and conditions and satisfactory performance of the contractor.

22)  The other instructions issued from time to time in calling for and finalizing of tenders for awarding of work-contracts and the statutory obligations to be observed in respect of the contract labour after their deployment shall be followed accordingly.

DUTIES AND RESPONSIBILITIES OF OF TRAFFIC GUIDES ENGAGED AT BUS STATIONS/ CONTROL POINTS/ TRAFFIC GENERATING POINTS:

 

1.      To wear prescribed uniform by APSRTC with Name Badge.

2.      To provide information of Bus services to Public

3.      To maintain Control chart pertaining to the Services touching the Bus Stations.

4.      To announce Arrival & Departure of service Buses with timings.

5.      To help Passengers in boarding and alighting of service Buses.

6.      To supply of Drinking water to the Passengers.

7.      To inform Depot Manager:-

                     i.               On un-punctual operations and bunching of buses.

                   ii.               Break-down of service buses in his jurisdiction.

                  iii.               About accident occurrences in his jurisdiction.

                 iv.               About Bundhs, Agitations, Visits of local VIPs like MLAs, MLCs, MPs and Ministers etc.

                   v.               About encroachment of APSRTC land.

8.      To assist in clearance of Bazar days and Jathara-days Traffic.

9.      To maintain liaison with local Press Reporters, Sarpanches, ZPTCs/MPTCs, Secretary, Gram Panchayths etc. without leaving the Bus Station or the point where posted.

10.  To ensure upkeep of Bus Station Platform and yard, cleanliness of Toilets, working condition of Bore-well Motor to ensure uninterrupted water supply to passengers.

11.  To ensure timely payment of Monthly license fee by the stall / Open space Licensees and inform vacant position of stalls and vacant spaces to Unit Officer.

12.  To contact local trading communities and solicit for new business Proposals to vacant Stalls/ Open spaces available in Bus Stations.

13.  To exercise control on Bus Stations Porters.

14.  To collect Electricity, Water Bills and Property Tax (if any) and ensure timely payment.

15.  To inform Unit Officer about illicit vehicles plying with Vehicle Numbers, Type and timings of operations.

16.  Any other works entrusted by AM(T) / DM.
