Sub: CODE OF DISCIPLINE – Violation of Code of Discipline by the Union(s) recognised – Instructions reiterated– Reg.

Ref: Circular No.PD-29/2008, dated 08.05.2008.

Instructions were issued through circular cited that the Union(s) recognised under Clause-3 and Clause-6 of Code of Discipline are permitted to exhibit its Notice Board at convenient place allotted by the respective Depot Manager/Unit Officer in the Depot/Unit premises concerned and affix Union Notices relating to its meetings, statement of accounts of its income and expenditure and other announcements which are not abusive, indecent or inflammatory or subversive of discipline or otherwise contrary to the Code. Before exhibiting such material, the Depot/Unit Secretary of the Union shall obtain clearance from the Depot Manager/Unit Officer concerned for the material being displayed on the Notice Board. In case, such Notices are found to be not in conformity with this, the Union will be advised suitably to amend the Notice before displaying it on the Notice Board. Any unauthorized notices exhibited by the Recognised Union or by any other Union on Notice Boards shall be got removed by the Security Staff on the instructions by the Unit Officer/Depot Manager.

However, instances have come to notice that the recognised Union(s) are affixing the posters at the place allotted in the respective Depot/Unit premises which are abusive, objectionable remarks and criticizing the other Trade Union(s) which is against the Code of Discipline and violation of Circular instructions.

The Depot Managers/Unit Officers are advised to implement the instructions issued on the subject through circular cited in its true spirit and ensure exhibition of Notices/ Material by the Unions recognised under Clause-3 and Clause-6 of Code of Discipline on their respective Notice Boards in accordance with the instructions issued through circular cited and avoid complaints from other Trade Unions.

Violation of the above instructions will be viewed seriously.
