The Corporation Board vide Resolution No.23/2010 accorded approval for implementation of Career Advancement Scheme as a part of the Revised Pay Scales 2009 for Officers. The modalities of the Career Advancement Scheme were formulated and communicated through the Circular reference 4th cited. The modalities of the Scheme were approved by the Corporation Board vide Resolution No.70/2011, dated 8th November, 2011. 

As per the instructions issued vide reference 4th cited, the Career Advancement Scheme to the Officers has to be implemented w.e.f. 01.04.2009. But the present financial position of the Corporation is very critical and the mounting losses have forced the Corporation to adopt austerity measures. Therefore keeping in view the financial outflow towards payment of arrears to the Officers from 01.04.2009, the Corporation Board through a Resolution No.31/2012, dated 18.04.2012, resolved to implement the Career Advancement Scheme notionally w.e.f., 01.04.2009 and to extend the financial benefits only w.e.f., 01.04.2012. The Board also resolved for payment of difference in retirement benefits, to those eligible Officers who retired prior to 01.04.2012, by fixing their pay notionally in the next promotion Scale with effect from the date of their eligibility, as per the modalities approved by the Board vide Resolution No.70/2011, dated 8th November, 2011.

The Board also considered the issue of placement of HODs of the departments such as Accounts, Civil Engineering, Personnel, Statistical, Stores and purchase, Medical and Law departments, in the Scale of Executive Director. The Board noted that the spirit behind the Career Advancement Scheme is to motivate the Officers who are stagnated due to lack of vacancies in the higher positions, though they are fully eligible to occupy that position. As per the spirit of the Scheme, if the Officers on completion of 19, 18, 26 years of service from the date of appointment as Junior Scale Officers, do not get promotion to the next higher post, they shall be placed in the next higher scale.

The Board also noted that as far as the Officers working in Accounts, Civil Engineering, Personnel, Statistical, Stores and purchase, Medical and Law departments are concerned, the recruitment regulations do not provide the post of Executive Director for those departments i.e., there is no promotion channel for HODs of those departments. When there is no post of Executive Director in those departments, placement of Officers working in those departments, in the Scale of Executive Director is not envisaged under Career Advancement Scheme. But as per the recruitment regulations the Officers of Accounts, Civil Engineering, Personnel departments etc., can opt for Operations departments and Maintenance department and can fulfill the eligibility criteria for promotion to the post of Executive Director, by working in the field for specified number of years. Such Officers who fulfill those conditions and get promoted as Regional Manager, become eligible to be placed in the Scale of Executive Director on par with the Officers of Operations and Maintenance departments, subject to fulfillment of other eligibility criteria. Therefore the Board resolved through the Resolution No.31/2012, dated 18.04.2012, to extend the benefit of Scale of Executive Director only to those HODs who have further channel of promotion as Executive Director as per the Recruitment Regulations.

Therefore the following instructions are issued:

1.        All the Officers who fulfill the requisite criteria as per the modalities approved by the Board and communicated through reference 4th cited, shall be placed in the next promotion Scale, notionally w.e.f., 01.04.2009, under Career Advancement Scheme. 

2.       The financial benefits shall be extended to all the eligible Officers only w.e.f., 01.04.2012 and without payment of any arrears. 

3.       All the eligible Officers who retired prior to 01.04.2012 shall be paid difference in retirement benefits, by fixing their pay notionally in the next promotion Scale with effect from the date of their eligibility as per the modalities approved by the Board and communicated through reference 4th cited. 

4.      The benefit of the Scale of Executive Director shall be extended to only those HODs who have further channel of promotion as Executive Director as per the APSRTC Recruitment Regulations. 

Necessary action shall be taken accordingly.
