Instructions were issued vide circular cited, regarding the selection procedure for the post of conductors and Drivers:

As per the said circular the percentage of marks excluding 2nd language obtained by the candidates who fulfill the age, height, qualifications as per Recruitment Regulations, shall be calculated by the Selection Committee. Weightages marks to be given for the age are also communicated in the said Circular.  Further the candidates who have passed SSC or its equivalent examination on compartmental basis shall be considered only after considering the candidates who have passed the examination on regular basis in one attempt.

Extending preferential treatment to the regular pass candidates over the compartmental pass candidates is not standing the test of law. The issue is therefore examined in the light of existing circular guidelines and litigation arising on the subject.

In paI1iai modification of the above Circular, it is hereby ordered that henceforth while recruiting conductors no distinction need be made between the regular pass and compartmental pass candidates. The candidates who have passed SSC on compartmental basis shall be treated on par with regular pass candidates.

These instructions shall come into force with prospective effect and should' be followed scrupulously by all the Officers concerned.
