Sub:     PAY – 2nd advancement on completion of 20 years service to Class-II, III & IV employees – Further instructions issued - Reg.

Instructions were issued through the Circular 2nd cited, to implement the 2nd advancement on completion of 20 years service as such in the same category as on 31st July 2009 and onwards with specific conditions.

In view of certain doubts raised by certain Units, the condition at para 8 is modified as under:

The employee who are placed on 20 years Special Grades are entitled for promotion to higher post in the normal course, based on APSRTC Employees (Recruitment) Regulations, 1966.  However, the pay of such employees on promotion to any higher post/higher grade from 20 years Special Grade, be fixed in the promotion scale, in the next stage and they are not eligible for benefit of notional increment.

As per the instructions issued vide Circular 2nd cited, the category of 1st line Supervisors i.e. AM(P), AM(T), AE(Civil), AE (Elect), Chief Draughtsman, AM (Stat), AE (Mech & Vul), AM(Fin), Homeo Physician, Asst. Nursing Supdt., CSI, Foreman (Printing), AM (Pur/Mat), on completion of their 20 years service in the same category are to be placed on time scale of JSO.

Keeping in view the risk and responsibility involved in discharging the duties of an Officer and to deny the benefit of JSO’s time scale to a Supervisor who refuses promotion to the post of Officer, it has been decided to with draw the time scale of   Class-I Jr. Scale to those 1st line Supervisors who refuse their promotion to the post of Officer, after placement in 20 years Grade.

Therefore, all the Unit Officers are advised to incorporate the following condition while granting Class-I Jr. Scale to the 1st line Supervisor, on completion of their 20 years of service in the same cadre.

“Class-I Junior Scale given to a front line Supervisor on his/her completion of 20 years service in the same cadre will be withdrawn, if such Supervisor refuses promotion as JSO at a later date after placement in JSO’s Scale.”

The above instructions shall be followed scrupulously.
