Sub:- LEAVE - Sanctioning of Extra-ordinary Leave to regular employees of the Corporation on securing employment abroad or for Personal/domestic reasons - Further instructions- Issued.

            Considering the acute financial position of the Corporation and the need to  reduce BSR and thereby  the cost on personnel, instructions were issued through the Circular 1st cited that the Officers/ employees of the Corporation desirous of seeking jobs abroad be permitted to apply and secure employment abroad without applying for voluntary retirement or resigning from service, and to grant Extra-ordinary leave upto a maximum period of 5 years without construing the EOL period as “break in service” and without the benefits of increment, pay, allowances, leave and terminal benefits for the said period, i.e. Gratuity and the like.

 

            It was stipulated therein that the Officers/ Employees of the Corporation should obtain specific permission from the Competent Authority i.e. ED(A) in the case of employees in Class-II/III & IV and VC&MD in the case of Officers before he undertakes any employment abroad. However it is the discretion of the competent authority to give permission based on the exigencies of the services of the individual.

 

            The issue has been examined and it is observed that the retirements of the Officers/ Employees are in increasing trend in the past three years, which has resulted in difficulty in filling the vacancies by promotion, due to non-availability of candidates.  The Direct Recruitment vacancies also could not be filled due to conditions imposed under Andhra Pradesh (Regulation of Appointments to Public Services and Rationalization of Staff Pattern and Pay Structure) Act, 1994 (Act No.2 of 1994).

 

            In the above circumstances, it is decided to keep in abeyance, until further orders, the operation of the Circular instructions 1st and 2nd cited.

 

            All the Officers are hereby advised not to forward the applications of the Officers/ employees to Head Office for sanctioning of Extra Ordinary Leave for securing employment abroad or for personal/domestic reasons, until further orders from Head Office.

 

            Necessary action shall, therefore, be taken accordingly.
