  Sub: CONDUCT REGULATIONS – Absence from Head Quarters – Obtaining prior permission to leave the Head Quarters –– Instructions reiterated – Reg.  

  Ref: Regulation 5 of the APSRTC Employees’ (Conduct) Regulations 1963.

            Instructions have been issued from time to time, advising the Officers not to leave Head Quarters without written prior permission of the Controlling Officer.

 

But of late, instances have come to my notice wherein the Officers are not staying in Head Quarters and leaving Head Quarters as a matter of routine.

 

 

In terms of Regulation 5, read with Regulation 29 of the APSRTC Employee (Conduct) Regulations 1963, absence from Head Quarters without obtaining prior permission of the Unit Officer or the immediate controlling Officer, amounts to “mis-conduct” and renders the employee or the Officer concerned liable to disciplinary action.

 

            Since the APSRTC is the passenger transport undertaking in the State of Andhra Pradesh, requiring 24 hours monitoring, the Officers should be available at their Head Quarters, specifically on holidays and on days, pre-fixing and suffixing the holidays, in order to cater to the extra traffic needs and to ensure smooth clearance.

 

All the Officers are hereby directed not to leave their Head Quarters without written prior permission of Controlling Officers.  This does not, however, preclude the Officers going on tour within their jurisdiction. 

 

It is the vicarious responsibility of the Controlling Officers to ensure that the Officers working under their control do not leave the Head Quarters without their prior permission and in case if any instances of officers not available in Head Quarters without prior permission are reported the controlling officers are squarely held responsible for improper supervision.

 

            Failure to comply with the instructions will be viewed seriously.
