Sub: TRANSFERS - Retention of CCS Delegates (Society Member Representatives) in the same unit where they were elected at least for a period of completion of their tenure i.e. 5 years as CCS Delegate - Instructions - Issued.

Detailed guidelines were issued on Transfer Policy of the Corporation through the Circular 1st cited. The Circular 2nd cited clearly stipulates the guidelines for transfer of employees on long standing basis and on administrative grounds.

In view of the above instructions, the Secretary, APSRTC Employees’ Thrift and Credit Co-Operative Society Ltd., requested the VC&MD to consider in retaining their Delegates in the same Units, from where they were elected, upto the period of completion of their term as Delegate, since the delegates act as coordinators and bridge the gap between member and the Society and retaining the Delegates in the same unit would help the society to serve its members better.

In consideration of the request made by the Secretary, APSRTC Thrift & CCS Ltd, VC&MD accorded approval for retaining the CCS Delegates, in the same Units, from where they were elected upto the period of completion of their term as Delegate, subject to the following conditions:

i.                  These delegates are liable to be transferred if they are involved in disciplinary cases / any public complaints/chronic absenteeism/ dislocation of services or work / unruly behaviour / in malpractices like money leading or running of private chit funds etc.

ii.                   If the delegates get promotion, they can be accommodated irrespective of Seniority, only when there is a clear vacancy in the same Unit. If no vacancy exists as on the date of such promotion, they may be adjusted as per the vacancy in other depots/Units. Whenever a vacancy arises at a later date in their parent depot/Unit and if their tenure as CCS delegate continues as on the date of arising such vacancy, they may be considered for transferring to their parent Unit.

iii.               If the delegates come under the category of long standing employees, they may be retained in their parent Depot/Unit till the expiry of period of their tenure as CCS delegates and later they can be transferred as per the procedure in vogue.

             These instructions will come into force with immediate effect.
