Sub:-    MERIT RATING REPORTS - Preparation and submission of MRR - Officer responsible for rating the MRR when an employee works under more than one Controlling Officer during a reporting year - Instructions - Issued.

        Comprehensive guidelines were issued vide Circular 1st cited on preparation and submission of MRRs of Officers and Staff duly describing the duties and functions of Reporting Officer, Reviewing Authority, Accepting Authority and Custodian Officer.

 

        In order to avoid delay and non submission of Merit Rating Reports, it was directed through the Circular 2nd cited that when a blank MRR is sent to any Manager for rating of an employee who worked under that Manager during an earlier period the employee has to be rated invariably irrespective of the length of service the employee put in under that Manager and the blank MRR should not be returned stating that the employee had worked for lesser period under his control.

 

        Consequent to the re-organization of administrative setup in the Corporation, revised guidelines and Time Schedule were notified vide reference 3rd cited for preparation and submission of Merit Rating Reports.

 

        Controlling Officer is the Reporting Officer who shall assess and rate the performance of his subordinate Officers / employees.  A doubt has been expressed as to who has to rate the MRR when an employee has worked during a year under different Officers and if an Officer is retired without  writing MRR of the employees who  worked under him.

 

        After examining the issue in detail, following guidelines are issued.

 

        1)    If a reporting Officer is transferred before April, he need not leave any report on the Officers / employees under him.  If the reporting Officer is transferred after April, he should leave a report on each of the Officers / employees under him and hand over the same to his successor to enable him to transcribe those remarks into MRR and forward the same to the counter - Signing authority as per the time schedule notified vide Circular 3rd cited.

 

        II)    If an Officer/employee worked during a year under different Officers, the Officer under whom he has worked for a major period has to rate the M.R.R.

 

        III)    Reporting Officer should not write the MRRs of the Officers/Employees who have worked under him for a period less than two months.

 

        RATING OF MRR BY OFFICERS WHO RETIRE FROM SERVICE

 

        I)    An Officer who retires ceases to be a Corporation employee and as such the Officer who has retired service cannot be asked to write/countersign the Merit Rating Reports of the Officer/employee who worked under him.

 

        II)    It is therefore decided  6 that the M.R.R. should be written / countersigned by the concerned Officers, positively, before their retirement.  When it was not possible, such MRRs may be written / countersigned by the Officer immediately superior to the Reporting / Countersigning Officer who has retired.

 

        All the Officers are advised to keep in view the above position and other guidelines issued on the subject in regard to writing and maintenance of Merit Rating Reports without fail.

 

        These instructions shall come into force from the Reporting year 1996 onwards.
