Sub:- OUT SOURCING – Carrying out the works pertaining to the duties of Mechanics/Artisans & Shramiks of the Depot Garages through Out-side Agency – Instructions issued – Regarding.

Through circular 2nd cited, instructions were issued regarding the procedure to be followed for out sourcing of Activities of Shramiks after taking action to fill up the existing vacancies (as per sanctions communicated by Head Office) in the categories of Leading Hands /Mechanics /Artisans and Helpers by promotion from the eligible Departmental Candidates as per Recruitment Regulations in force. It was also stipulated that, if there are vacancies leftover in the category of Mechanics even after effecting promotions from the eligible Shramiks/Helpers, the activity in vacancies of Mechanics /Artisans may be outsourced on contract basis in accordance with Circular No. 1/2002, dated 7.2.2002 of MED.
Through Notification 3rd cited, classification of skilled, semi-skilled and unskilled works on various activities outsourced at Depots have also been communicated to ensure payment of wages to the workers not less than the minimum wages as communicated from time to time.
As the vacancies are increasing on account of Augmentation/Retirements/ Promotions in the categories of Mechanics / Artisans and Shramiks, it is proposed to outsource the persons through Agencies in the resultant vacancies of Mechanics/Artisans, instead of activities as proposed through Circular No.1/2002, dated 7.2.2002 duly following the procedure as prescribed vide Circular 2nd cited by payment of minimum wages i.e., skilled wages.
The Regional Managers may take action to fill up the existing vacancies in the category of Mechanic/Artisan by promoting the eligible Departmental Candidates as per the Recruitment Regulations and the balance vacancies if any, may be outsourced on contract basis.
Consequent on the engagement of candidates through outsourcing, certain qualifications are proposed to the candidates to be deployed by the Outsourcing Contractor / Agency as detailed below, in order to improve the maintenance standards at Depots.
i) MECHANIC/ARTISAN :
a) The candidate must be the holder of National Trade Certificate (ITI) in the particular Trade, in which his services are outsourced.
b) Must be above 18 years of age as on date of filing Tender.
c) Must produce a fitness certificate from any of the Govt. Doctor not below the rank of Civil Asst. Surgeon.
Note:
Preference will be given to the APSRTC Retired Employees registered Agencies/Contractors/Other Agencies who supply the Mechanics/Artisans and personnel in other categories who possess the experience of not less than 5 years of service in the Heavy Passenger Transport Organization.
ii) SHRAMIK
a) The candidates should possess a minimum qualification of ITI with Diesel Mechanic Trade.
b) Must be above 18 years of age as on date of filing Tender.
c) Must produce a fitness certificate from any of the Govt. Doctor not below the rank of Civil Asst. Surgeon.
The above qualification/experience may be incorporated in the Tender Notice while inviting Tenders from the APSRTC Retired employees registered Agencies/Contractors/Other Agencies in future.
The Tender Committee may observe the following while finalisation of Tenders:
i) Preference will be given to the Tenderer who supply more no.of candidates having experience not less than 5 years of service in the maintenance of Heavy Passenger Transport Organisation.
ii) Preference will be given to the ITI candidates who have under gone Apprenticeship Training in APSRTC in case the candidates Item No.(i) are not available.
iii) In case the persons proposed by the Contractor/Agency are not having experience, the candidates may be tested by the respective Dy.CME of the Region and the Depot Manager concerned for their Technical suitability before engaging them.
iv) If all the Tenderers supply manpower with no experience and quote same lowest amount, allotment of contract shall be made on the basis of Lottery as per the existing circular instructions.
The other Terms & Conditions as communicated earlier inclusive of calling Tenders from the Contractors irrespective of the possession of their individual Code No. of PF & ESI shall remain unchanged.
