APSRTC has been in the forefront of implementing several measures to reduce accidents. Such measures have gone long way in improving the image of the Corporation in the eyes of the public.  However in recent times, there is a sharp rise in occurrence of accidents involving APSRTC buses claiming many precious lives, besides causing huge damages to the vehicles. In the year 2010-11, the total number of accidents occurred are 2879 in which 1081 precious lives were lost and 4190 were maimed. The rate of accidents increased from 0.10 in 2009-10 to 0.11 for the year 2010-11. It need not be emphasized that human life is very precious and loss of it, due to road accidents causes untold misery to the kith and kin of the deceased.

The analysis of accidents reveals that majority of accidents are caused due to the failure of the drivers in taking necessary precautions to avert accidents. To make drivers more and more cautious, measures such as regular training and counseling are taken up. Added to this, it is felt that financial motivation is the best measure in achieving the desired result.  

            Therefore, Board through its Resolution 2nd cited, has accorded approval for payment of yearly Safety Driving Allowance instead of the earlier system of monthly allowance as stated below.

 

Period of Accident/Damage free Driving

 

Amount of Safety Driving Allowance per year

One year  to Four years

Rs.600/-

Five years to nine years

Rs.1200/-

Ten years  to Fourteen years

Rs.1800/-

Fifteen years and above

Rs.2400/-

 

       The above proposed amounts are payable once in a year, subject to the following conditions.

  1. The reckoning period will be the financial year i.e. April-March.

  1. The safety driving allowance is payable to only Heavy Vehicle Drivers  who drive service buses and performed duty for a minimum period of 270 days in the preceding financial year.

  1. The Driver should not have involved in any accident (Fatal /Major/Minor) and in damage cases during the preceding financial year.

  1. The Driver should not be under suspension during the above period.

  1. There should not be any serious passenger complaints against him.

  1. The Safety Driving Allowance is payable once in a year instead of the earlier system of monthly allowance.

  1. A committee consisting of Dy. Chief Traffic Manager, Depot Manager and Accounts Officer of the Region shall scrutinize the records and recommend the names of the Drivers, who are eligible for payment of Safety Driving Allowance.  These amounts shall be given to the Drivers during “Zero accident week” conducted every year in the month of JULY.

  1. This allowance comes into force from the year 2009-2010 onwards.

The existing circular 1st cited is modified accordingly.
