Sub:    OUTSOURCING - Payment of remuneration to the Steno/Typists/Attenders – Enhancement – Communicated.

Instructions were issued vide Circulars 1^st & 2^nd cited, authorizing the Regional Managers to outsource the activity of Steno/Typist & Attenders respectively.  The remuneration payable to persons engaged by the outsourcing Agencies is communicated as Rs.4900/- in respect of Steno/Typist and Rs.3900/- in respect of Attenders.

The Govt. of A.P. vide G.O.Ms.No.3, dt.12.01.2001 of Finance (SMPC-II) Dept., have revised the remuneration payable to the Steno/Typist and Attenders as follows:

The Competent Authority has accorded approval with the concurrence of CAO to revise the remuneration as indicated above w.e.f. 1.5.2011 to the persons engaged by the outsourcing agencies.

In terms of Circular No.PD-47/2001, dt.16.6.2001, whenever the minimum wages are revised by the government, the Tender Committee shall meet and review the existing contracts with reference to enhancement of Contract amount keeping in view of the increase in the minimum wages and the increase of contribution of PF, EDLIF, ESI etc., thereon and arrive at the total amount in consultation with the Contractor and recommend the proposed enhancement to the Competent Authority for sanction.

The Regional Managers are therefore advised to take suitable action to revise the remuneration payable to the Contractors in accordance with the enhancement of wages and other aggregates such as PF, ESI etc., and implement the revised rates w.e.f. 1.5.2011.

The existing contractors shall also pay not less than the above revised minimum wages to the persons engaged by them w.e.f.1.5.2011 for the remaining period of their contract and to that extent the revised agreements are to be entered into with such contractors.

All the Unit Officers are advised to ensure that the Contractor pays not less than the above revised minimum wages to the persons engaged by them in the outsourcing activity of Steno/Typist and Attenders.

In case of any complaints on the non-payment of minimum wages, the matter shall be viewed seriously and the Unit Officer concerned will be held responsible for violation of instructions.

All the Unit Officers are therefore advised to follow the above instructions scrupulously.
