Sub:  SETTLEMENTS – Settlements of employees on Voluntary     retirement, Retirement on Medical, resignation, removal etc. - Submission of ‘No Due Certificate’ from CCS/SRBS/SBT – Instructions reiterated – Reg.

Through Circulars cited, instructions were issued to all Unit Officers to ensure that “No Due Certificate” from the APSRTC Employees’ Thrift & Credit Co-operative Society Ltd. is produced by the employees before accepting their voluntary retirement or resignation. Instructions were also issued to deduct the amount due to the Society from settlement amounts in case of voluntary retirement, retirement on Medical Grounds, resignation, removal etc.

Further, instructions were issued through the Circular 4th cited advising all the Unit Officers  not to settle the terminal benefits of the employees who have taken loan from SRBS until “No Due/Outstanding Balance Certificate” are obtained from Secretary, SRBS and enclosed to the claims for settlement and advising the Dy. CAOs/AOs not to audit the settlement cases of the employees who have taken loans from SRBS and intend to go on Voluntary Retirement, Retirement on Medical Grounds, Resignations, Removals etc., until and unless “No Due/Outstanding Balance Certificate” from Secretary SRBS is submitted by the Unit Officer along with the claim.

Inspite of several instructions issued, instances have come to notice wherein failure of the Unit Officers in adhering to the instructions resulted in recovery of loan balances from the sureties causing severe hardship to them.

All the Unit Officers are, therefore, once again advised to strictly ensure that “No Due/Outstanding Balance Certificate” from the APSRTC Employees’ Thrift & Credit Co-operative Society Ltd, and also from SRBS/SBT are produced by the employees before accepting their voluntary retirement or resignation. Further, the amount due to the Societies shall be deducted from settlement dues in cases of voluntary retirement, retirement on medical grounds, resignation, removal etc. and repaid to the Societies.

In case, the employee had not availed any loan from CCS/SRBS/SBT the Unit Office has to certify to that effect and then only audit can be done.

The above instructions should be followed scrupulously. Deviation from these instructions will be viewed seriously and if any instances comes to notice in future with regard to payment of settlement dues without certification from Secys., CCS/SRBS/SBT, the Unit Officer concerned will be held responsible.
