Sub: PASSES – Permitting the Officers to avail tour packages offered by the recognised concerns on surrendering of privilege bus passes at their credit and to claim reimbursement of expenditure thereon on the vouchers given by the recognised concerns- Instructions - Reg.

Exhaustive instructions were issued through Circulars 1st to 4th cited permitting the Officers to claim reimbursement of expenditure for travel by recognised modes of transport (other than APSRTC buses) within the set limits on foregoing the facility of privilege bus passes which they are entitled to.
For the purpose of claiming reimbursement in lieu of the privilege bus passes, the Officers shall travel by any recognised mode of transport, other than APSRTC buses and produce original Receipts or Tickets, as proof of undertaking tour and incurring the expenditure.
In consideration of the request of the APSRTC Officers’ Association the competent authority vide Circular 5th cited, has accorded approval for allowing Officers to avail the Package Tours offered by the Indian Railways, Indian Tourism Development Corporation, Tourism Development Corporations of the States in India and any other Tour Operators for the Package Tours in India and abroad also, on surrendering the Privilege Bus Passes at their credit and to claim reimbursement of the expenditure thereon on the strength of original vouchers issued by such recognised Agencies/concerns, subject to the financial limits notified from time to time.
While the instructions exists as such, one of the Officers claimed for reimbursement of the accommodation charges in addition to the travelling charges, which attracted objection from AG Audit and the same led to recovery of the amount claimed towards accommodation charges.
Therefore, all the Unit Officers are hereby advised to submit vouchers for claiming reimbursement of surrender of bus passes, duly following the instructions laid down in the circulars cited under reference, without giving any scope for audit objections.
The existing instructions governing the reimbursement of expenditure for journeys undertaken by the Officers in lieu of privilege bus passes on the subject stands good.
