Sub:  Career Advancement Scheme:  Introduction of Career Advancement Scheme for Officers as a part of RPS 2009 – communication of Modalities – Reg.

The Corporation Board vide Resolution No.23/2010 has accorded approval for implementation of the Revised Pay Scales 2009 for Officers, pending sanction of the Government. Through the said Resolution, the Board has approved the Career Advancement Scheme proposed to be introduced for the Officers of the Corporation in place of Stagnation Grade, as a part of RPS 2009. Through the reference 3rd cited, the Principal Secretary to Government has communicated the approval of the Government for RPS 2009 for Officers and Employees of the Corporation.

In view of the Government’s approval, the modalities of the Scheme are formulated and furnished hereunder:

I.     The Scheme is applicable to only those Officers who are on rolls of the Corporation as on 01.04.2009.

II.   The placement of Officers on higher Promotion Scale as per this Scheme does not entitle them to claim any rights over the regular posting in that higher promotion cadre.

III.   Eligibility  Criteria:

1.   Requisite conditions for placement in next promotion scale:       

a.  For placement of JSO in Class I Senior Scale:

i. Declaration of Probation as JSO.

ii. Completion of 9 years of qualifying Service as JSO.

iii. Average of 50 and above marks out of 100 in the MRRs of preceding five years.

b. For placement of SSO in Class I Special  Scale:

 i. Declaration of Probation as SSO.

ii. Completion of 5 years of Service in Class I Senior Scale or completion of   5 years of Service after placement in Class I Junior Scale (Stagnation Grade).

iii. Completion of 18 years of qualifying service from the date of initial  appointment/promotion as JSO.

iv. Average of 50 and above marks out of 100 in the MRRs of preceding five years.

c.  For placement of HOD in Class I Super Scale:

i. Declaration of Probation as HOD/RM.

ii. Completion of 6 years of Service in Class I Special Scale or completion of 6 years from the date of placement in Class I Senior Scale (Stagnation Grade).

iii. Completion of 26 years of qualifying service from the date of initial appointment/promotion as JSO.

iv. Average of 50 and above marks out of 100 in the MRRs of preceding five years.

2.      The Officers who were considered for promotion to a higher post either on regular or temporary basis, but refused/rejected such promotion and Officers who are promoted and reverted at their own request are not eligible for placement in Promotion Scales though they have completed requisite qualifying service.

3.   Those Officers who are undergoing punishment as per CCA regulations are not entitled for placement in higher Scale till completion of such punishment period, though they fulfill other eligibility criteria. They are entitled for such placement in higher Scale from 1st of the month, following the month in which the punishment period is completed.

IV.              The Officers who are on EOL as on 01.04.2009 are entitled for placement in the higher scale if other wise eligible, w.e.f. 1st of the month following the month in which they took over charge on their posting.

V.                 QUALIFYING SERVICE:

1.  While computing the qualifying years of service for placement on promotion Scale, the LWP/absenteeism and Extra-ordinary leave period which counts for postponing of normal annual increment(s) in the particular post shall be deducted from the total service i.e., the active service spent on duty including leave with allowance shall only be taken into account for the purpose of qualifying service. 

2.      For such of those Officers who have been reinstated through Court orders,  

Only active service (service spent on duty) rendered by them shall be taken into account for computation of requisite years of qualifying service    for placement in respective promotion grades.

3.      Out of requisite years of service in the post of JSO/SSO/HOD, if any Officer is reverted to his/her former post for a specified period (say 6 months or 1 year) and thereafter restored to his/her post existing, the service rendered in, on reversion shall have to be deducted to arrive at the requisite years of qualifying service.

4.      All Service put in on regular basis shall be considered for the purpose of computing the requisite qualifying service. In case of appointments made under Regulation 17, the service rendered shall be considered only if such appointment is against clear vacancy. In case of promotions under Regulation 30, the service rendered under Regulation 30 shall be   considered, only if such promotion is against clear sanctioned vacancy and in case of JSOs if such promotion is against the PR quota.  

VI.   Committees:  CPM, CTM, CME (O), CFM and CA are nominated as the Committee Members for reviewing the MRRs of all such SSOs and JSOs who complete the requisite qualifying service and for making recommendations for placing all eligible SSOs and JSOs in the Time Scale of Class I Special Scale and Class I Senior Scale respectively.

                ED (A), ED(O), ED(E), FA & CAO are nominated as the Committee Members for reviewing the MRRs of all eligible  HODs and RMs and for making recommendations for placing all eligible HODs and RMs in the Time Scale of Class I Super Scale.                      

 VII.  The Committees shall meet in the first week of April every year, so as to        consider the cases of Officers for placement in the higher grades and shall make recommendations for placing the eligible candidates in the higher scale. The Personnel Department at Corporate Office should obtain the approval of VC & MD for the recommendations of the Committees and should place all such eligible Officers in the respective higher Scales wef  1st of   the month, following the month in which they complete the requisite qualifying service. 

VIII. Such of those Officers who completed requisite qualifying service as on 01.04.2009 and are eligible in all respects, are entitled for placement in the respective higher Scales w.e.f. 01.04.2009. Thereafter, every year, the cases of those Officers who completed requisite qualifying service as on 31st March shall be considered for placement in the respective higher Scales w.e.f.  1st of   the month, following the month in which they complete the requisite qualifying service.

IX.    The Officers who are placed in next Promotion Scale  will be permitted to exercise their option within one month from the date of issue of the orders by the competent authority, to come on to the Promotion Scale from the date of their eligibility or  from the date of their annual increment as the case may be.  The option once exercised shall be final and it will not be revoked or modified at a subsequent date. 

While fixing the pay in the next higher Scale, a notional increment shall be granted as in case of promotions. The next annual increment shall be accrued after completion of one year of service from the date of fixation of pay in the respective promotion scale subject to leave adjustments/ punishments if any.  Whenever, the Officers are promoted to the post, in the time scale of which they are already placed, no additional benefits will be given and no increment will be given.

 X.           If the Officers who are placed on higher promotion grades as per this Scheme, get promoted after such placement and if they reject such promotion, their pay shall be fixed again in the lower Scale from the date of Selection Committee proceedings. Such Officers are not entitled for any benefits under this Scheme.

 

XI.              If the Officers who are placed on higher promotion grades as per this   Scheme, and after such placement, come into zone of consideration for promotion to such higher grade, but become ineligible for promotion for any reason such as,  adverse remarks in MRRs, punishments etc, subsequent to allowing the scale, their pay shall be re-fixed w.e.f. the date of Selection Committee proceedings, in the lower scale in which they were existing prior to placement in the higher promotion scale as per this scheme. However, they are entitled to higher Scale upon being promoted by the Selection Committee.  

XII.            As a  one  time  measure, the  Committees shall meet in the first week of July 2011, to  consider for placement in the higher grades, the cases of those Officers who completed requisite qualifying service as on 01.04.2009, as on 31st March, 2010 and as on 31st March 2011.
