SUB: - REPRESENTATIONS:  Making representations to Higher Authorities without routing through proper channel – Instructions issued to follow the Regulations while making representations – Reg.

Of late it has been observed that several employees including officers have been submitting several representations on the matters connected with personal grievances, conditions of services and more importantly in connection with transfer to the places of their choice directly to the Vice Chairman & Managing Director without routing them through proper channel.  As a result, the immediate controlling officers are caught unaware of the real problems of the employees, some of which can be redressed at their level itself.  All the more, it is causing much inconvenience to the top management in taking appropriate decisions especially in the absence of any comments, remarks, objections or recommendations by the immediate controlling officers.

It may also please be noted that Reg.6 of APSRTC Employees’ (Conduct) Reg.1963 specially instructs all the employees to submit their representations through the usual official channel except in exceptional cases, wherein it has already been determined that the respective controlling authorities have ignored or unduly delayed the disposal of such representations.

Further, it has also been observed that employees and officers are making efforts to influence the superior authorities for furtherance of their interests by bringing or attempting to bring political or other sorts of influence.  This act is also prohibited in terms of Reg.7 of APSRTC Employees’ (Conduct) Reg.1963.  The Competent Authority has taken a serious view on this gross violation of well laid  out Regulations and desired that all the employees and officers shall be instructed once again not to violate the above mentioned Regulations.

It is hereby notified that the representations received directly without routing them through official administrative channel will be summarily rejected besides initiating disciplinary action on the employee/officer concerned for violating the Reg.6 or 7 of  APSRTC Employees’ (Conduct) Reg.1963 hereafter.
