             The Corporation has provided Guest Houses and Hostel rooms at some Zonal/Regional Head Quarters in the State as a facility exclusively for the inspecting officials and also for Officers/Supervisors/Employees who undergo training.

            Instructions were issued through circular 1^st cited that no local officer shall stay in the Guest House on permanent basis. The same were reiterated through circular cited at reference 2^nd and 3^rd above.

             Despite the above instructions instances have come to notice that local Officers are occupying the Guest Houses on permanent basis i.e. months together on one plea or the other, thereby not only causing inconvenience but also depriving the inspecting and touring officials of accommodation and defeating  the very purpose of providing Guest Houses.

             Of late it has also come to light that some of the Officers/Supervisors/ Employees are staying in hostel rooms at Zonal Staff Training College permanently without paying rent.

              In view of the above, the following instructions are reiterated for strict compliance.

a)      Guest Houses are meant only for inspecting and touring officials. No local Officer/Employee shall stay in the Guest House on permanent basis. They can stay on transfer before settling down during initial period of reporting for duty at best for 10 days and not more than 15 days.

b)      If any official other than inspecting official occupies the Guest House for more than 10 days in a month no HRA shall be paid from the date of occupation till the date of vacation apart from recovering guest house charges.

c)      Hostel rooms in the Zonal Staff Training Colleges are meant for the Officers/Supervisors/Employees who are on a time bound residential training programme.

d)     Under no circumstances the trainees shall be permitted to stay in the hostel rooms on completion of training. No Officer/Supervisor/Employee shall stay in the hostel rooms on permanent basis. No HRA shall be paid to the Officers/ Supervisors/Employees for staying in the hostel room for more than four (4) weeks.

Necessary action may therefore be taken accordingly without any deviation and violation of any of the above will be viewed seriously.
