Sub: SERVICE REGULATIONS – Implementation of Rule of Reservation in promotions in favour of Scheduled Castes and Scheduled Tribes while filling ADC posts – Further guidelines – Issued.

Comprehensive instructions were issued through references cited for implementation of Rule of Reservation in promotions in favour of Scheduled Castes and Scheduled Tribe employees in all categories of posts in all departments of the Corporation, whose total strength of posts is more than five, w.e.f 27.03.2003. 

As per the above instructions, a new and fresh order of rotation in a new and fresh unit of 100 vacancies shall be followed to fulfill the representation in promotion in respect of SC/ST vacancies.  While filling up the post of ADC/Controller from its feeder categories of L.V.Driver, Booking Clerk, HV Driver and Conductor, the Communal Roster has to be superimposed on the Administrative Roster in a new and fresh order of rotation in a new and fresh unit of 100 vacancies commencing from Point No.1 of Communal Roster as well as Point No.1 of Administrative Roster in each Region. On such superimposition of Communal Roster, the points earmarked for SC/ST in the Communal Roster will have to be filled up with the corresponding categories in the Administrative Roster.  As per this system, though the H.V.Drivers are allotted 20 points in a Unit of 100 vacancies in the post of ADC/Controller, the H.V.Drivers belonging to Scheduled Tribes are not getting the chance under Rule of Reservation.

            While communicating the revised norm in various departments of Corporation through Circular No.4/2003-IED, dated 18.02.2003, the norm for the category of Booking Clerks has been made “0”.  Thus, there will be no recruitment to the post of Booking Clerk in future.  There is no employee belonging to ST community in Booking Clerks category.   At present Administrative Roster Point No.58 corresponding to Communal Roster reserved for ST(W) is allotted to Booking Clerk.

In order to provide reservation in promotions to Drivers belonging to ST Community, it is decided to revise the existing Administrative Roster by allotting point No.58 (presently allotted to Booking Clerks) to HV Drivers and Point No.54 (presently allotted to HV Drivers) to Booking Clerks as indicated hereunder.

REVISED ADMINISTRATIVE ROSTER IN A UNIT OF 100 VACANCIES FOR THE POST OF ADC

All the Recruiting Authorities are hereby advised to implement the above Revised Administrative Roster for the post of ADC.  While filling up the post of ADC, the existing communal roster shall be continued from the next point where the last selections were concluded.

These instructions will come into force with immediate effect.
