Sub: CELL PHONES - Provision of Cell Phones to the Employees of the Corporation – Proposal to provide connections under CUG – Reg.

In order to have better and effective communication with the commuters waiting in the Bus Stations/ Other Traffic Generating Points about the anticipated time of arrival of the bus and its departure, with a view to prevent the commuters diverting to other modes of transport and thus improving the Occupancy Ratio of the Corporation, it is decided to cover all the employees (both regular, casual & contract employees) by providing prepaid Cell Phone Connections under CUG Scheme so that the following benefits will accrue to the Corporation.
1. This would provide an easy access of communication between the Management and the employee.
2. This will help the Bus Station Management to track the movement of the bus, educate the Commuters and retain them from diversion to other modes of Transport.
3. To have contact with the employees in case of emergencies.
4. Commuter Satisfaction can be achieved which enhances the image of the Corporation among the Traveling Public.
5. Reports of Breakdowns and Accidents can be flashed to the nearest unit which ensures timely help to the victims.
6. To handle the situations at times of Agitations and natural calamities to divert the Buses to safety place route which ensures protection of the Vehicle and the Crew.
7. The Bus Station staff can keep contact with the crew about arrival and availability of Seats in the bus and arrange Ground booking by the time the bus arrives in Bus Station and the halting time of the Bus, so that the waiting time of the passengers at Bus stations can be reduced.
M/s BSNL agreed to provide Cell Phone connections (Pre-paid) under CUG scheme with the following features:
1. The Company agreed to provide a unique series exclusively for APSRTC.
2. The Company agreed to provide the connections under CUG prepaid plan.
3. Further, the company agreed to give access to the subscribers to recharge the connection to any denomination to have access outside the CUG. This enables the employees to have connectivity with their families and others at cheaper rates.
4. The Company agreed to provide unlimited free talk time within CUG in AP.
5. The Company agreed to provide the connections at a monthly rental charge of Rs.29/- inclusive of taxes. Validity of Main Account Period is 30 days.
6. The Company agreed the outgoing local/STD rates other than CUG as follows:
BSNL to BSNL … 1 paisa per second .
BSNL to other mobile ... 1 paisa per second.
BSNL to fixed line … 1 paisa per second.
7 The Company agreed to provide 525 Free SMS including on Roaming (Local/National).
8. Roaming will be available on Zero rental facility for both National /International. However the Roaming will be free with in CUG and outside CUG Charges will be Rs.1/- per minute for Incoming and Outgoing calls within the Circle.
9. The value added Services such as GPRS and EDGE will be made applicable as per Tariffs applicable.
The above scheme was approved by the Competent Authority to provide Cellular connections to all the Employees as per the following guidelines.
1. All the employees (Regular, Casual and Contract) shall be provided with Cellular connections under prepaid CUG Scheme.
2. The monthly rental fee of Rs.29/- shall be paid by the Corporation. The rental fee paid by the Corporation covers the charges for calls made within CUG. For calls made outside CUG, the employees have to recharge the connection with the recharge coupons available in the Market to any denomination which suits their usage outside CUG.
3. It is decided that the payment of monthly rental charges shall be decentralized to Regions, so that the payment can be made against all the employees to whom salaries are being drawn duly linking the process with the Pay Rolls Wing.
4 . The payment of rental fee shall be regulated as follows:
a) Rental fee shall be paid against all the employees who are on rolls including those who are under Suspension as on the day of preparation of the salary bill.
b) Rentals shall also be paid in respect of employees on EOL for longer periods and the rental fee paid during the EOL period shall be made good duly collecting the same in advance as in the case of SRBS, SBT & CCS from the employee before proceeding on leave.
c) Rental fee shall be paid against the employees who are under Long Sick, Absenteeism and thereafter it shall be reviewed and necessary action shall be taken to recover the rental charges from the employees concerned, if they cease to continue in service, from their settlements. The payment shall be made by means of Cheque drawn in favour of M/s BSNL, or through RTGS duly enclosing the list of names, Staff numbers, Mobile numbers duly generating the same through Pay Rolls systems as is being done in the case of the LIC premiums, PF contributions etc.,
d) The Officers who have been provided post paid connections by M/s Bharti Airtel under CUG shall also be given SIM Cards from the above scheme. However, instructions in regard to migration of the numbers from the Present post paid connections which were allotted on the basis of Designation will be issued separately.
5. The payment of monthly rental fee is to be streamlined at Regional level based on the strength of the employees to whom salaries are drawn as per the data obtained from the pay rolls wing at Regional Manager’s Office.
6. It should be ensured that the monthly rental fee shall be paid promptly before 10th of every month without delay as the service provider is to recharge the mobile numbers for the next month.
7. The Regional Managers shall co-ordinate the issue of SIM cards to the employees in association with the Regional/Divisional Officials of the BSNL. The list of Regional/Divisional Officers of BSNL to whom the Regional Managers should contact for launching the scheme and monitoring the same is enclosed.
8. The list of employees as per the following format shall be furnished to the Service provider i.e., M/s BSNL, both in hard copy and soft copy to facilitate them to allot mobile numbers based on the Staff numbers of the employees.

9. The SIM cards supplied by the network provider shall be distributed to the employees carefully as per the allotted numbers. The lists of allotted numbers are being communicated along with SIM cards.
10. It should be monitored that the connectivity being developed between the employees shall be utilized properly to improve the performance of the Corporation.
11. The Regional/Divisional Telecom Offices will be Nodal Offices and they will monitor the operation of the scheme and they receive payments from the Regions. Complaints against the service and redressal of the same may be referred to the Officials of BSNL at Regional / Divisional centers concerned. The list of the Officers nominated by BSNL is enclosed herewith. Any complaints not attended by the Regional/Divisional Nodal Office of the BSNL shall be brought to the notice of Chief Personnel Manager of Corporate level who in turn will take up the issue with DGM(Enterprise Business), BSNL Doorsanchar Bhavan, Abids, Hyderabad.
12. The Executive Directors and Regional Managers shall review the scheme and issue suitable working instructions to the Field Staff to ensure proper utilization of the CUG scheme.
13. This has the concurrence of Chief Accounts Officer.
The above instructions shall be followed scrupulously.
