            The sanction of posts based on the average Schedules of 2011 for Depots/NOUs was communicated vide reference 5^th cited.  In addition, to meet the security needs at the Bus Stations and Zonal Staff Training Colleges, the sanction of Competent Authority was also communicated vide ref.1^st & 2^nd cited for outsourcing the security activity at various Bus Stations and Zonal Staff Training Colleges through outside Agencies.

            Instructions were issued vide ref.3^rd cited to consider engagement of retired security guards on outsourcing basis to meet the shortage in the depots and the minimum wage payable was communicated as Rs.6,260/- i.e. the minimum of the basic of the Security Guard in RPS 2009.

            At Bus Stations/NOUs, the Security Guards are being engaged through outside Agencies and a clarification has been sought with regard to adoption of minimum wage to the Security Guards engaged through outside Agencies (otherthan RTC retired SGs).

In terms of the  G.O.Ms.No.43 dated 28.5.2010 issued by Govt.of A.P., Labour Employment Training and Factories (LAB.II) Department and Notification published in AP Gazette No.309 dated 29^th May 2012,  the minimum wage payable to the contract Security Guards (without arms) is as under:

Therefore, the above minimum wages are to be adopted for the contract Security Guards engaged through outside Agencies (other than RTC retired SGs) w.e.f. 01.12.2012 depending upon the area of utilization and Zone in which it is located.

However, there is no change in the minimum wage of Rs.6,260/- presently being paid to the RTC retired Security Guards engaged on outsource basis at Depots/NOUs against the sanctioned vacancies.

Action shall be taken accordingly.
