Instructions were issued from time to time to ensure payment of minimum wages to the Labour engaged by the Contractors.

 

Instructions were also issued through Circular 2nd cited, advising the Unit Officers to ensure that the Contractor(s) pay the wages at the rates not less than the minimum wages as notified by the State Government from time to time, by way of Cheque or by crediting the salaries to the Bank Account of the workers concerned, invariably, in pursuance with the new service condition No.12A under Rule 25(b) of “The Contract Labour(R&A) Rules, 1971, and in cases where Banking facilities are not available, the wages can be paid in cash, duly following the procedure communicated through the Circular 1st cited i.e., to ensure that a representative of the Corporation in the rank of Supervisor witness payment of wages to the Contract Labour and maintains a record i.e., Register of Wages or the Wages-cum-Muster Roll, as the case may be, in the proforma prescribed under Rule 73 of “Contract Labour(R&A) Rules, 1971.

 

But, instances have come to notice wherein some of the Contractors are not making payments of wages either through Cheque or crediting to the Bank Account of the Worker concerned, leading to lesser payments than actual minimum wages that have to be paid invariably as per G.O.  It is felt that the payment of wages been made through Cheque or crediting to the Bank Accounts, such under payments would have been curbed.

 

As it is mandatory on the part of the Contractor to pay minimum wages to the labour engaged by him/her as notified by the Govt. from time to time and as the Corporation is principal employer, the Corporation shall ensure that the contract labour are paid the statutory minimum wages, all the Unit officers are advised to ensure that the contractor pays the wages at the rates not less than the minimum wages notified from time to time by way of Cheque or by crediting the wages to the Bank Account of the worker concerned invariably. Where Banking facilities are not available, payment of wages can be made in cash and in such cases a representative of the Corporation in the rank of supervisor should witness payment of minimum wages to the contract labour, duly following the procedure communicated through Circular 1st cited.

 

In case of any complaints on the non-payment or under payment of minimum wages to the contract labour, the matter will be viewed seriously and the Unit officer concerned will be held responsible for the violation of instructions.

 

All the Unit officers are, therefore, advised to follow the above instructions scrupulously.
