The A.P.S.R.T.C. National Mazdoor Union was accorded recognition under Clause (3) of Code of Discipline vide Circular 1^st cited, as the representative Union in A.P.S.R.T.C. for the entire State with effect from 15.04.2008 and the recognition would remain in force for a period of two years and thereafter till such time its representative character is challenged and fresh verification conducted and announcement of results by Labour Department.

 

        The A.P.S.R.T.C. National Mazdoor Union was accorded recognition in thirteen (13) Operational Units and in two (2) Non-operational Units; the A.P.S.R.T.C. Employees’ Union was accorded recognition in three (3) Operational Units and in two (2) Non-operational Units; and the APSRTC Staff &Workers Federation was accorded recognition in two (2) Operational Units, under Clause (6) of Code of Discipline for a period of two years, and the same was notified through the Circular 2^nd cited.

 

        The rights and obligations of the recognised Trade Unions were communicated through the Circular 3^rd cited.

 

On the representation from the General Secretary, A.P.S.R.T.C. Employees Union dated 15.04.2010, the process for fresh Union Membership Verification of Trade Unions operating in A.P.S.R.T.C. has been commenced by the Joint Commissioner of Labour (Twin Cities) who has been appointed as Verification Officer/Returning Officer by the Commissioner of Labour, for conducting Secret ballot election. The Returning Officer issued a First Notice on 22.06.2010 advising all the 17 Trade Unions to submit the necessary records and documents on or before 02.07.2010 and he has informed the date of reckoning as 01.06.2010.  He has issued second and Final Notice dated 08.07.2010 keeping 20.07.2010 as the last date for production of records for 9 Unions, who have not produced the records before 02.07.2010.

  

In view of the commencement of verification process, the following instructions are issued for strict compliance:

 

1.                a) No permission shall be given to the Unions to hold meetings within the premises of the Corporation.

 

b)     Managers concerned are advised to –

 

i)  desist from holding joint meetings with the Unions.

ii) desist from holding meetings of the Welfare Committees such as SBF, PF, EDLIF, Hospital, ARTSCO, SBT & SRBS.

 

c)     The recognized Unions may, however, be allowed to continue to collect the subscriptions inside the premises of the Corporation and the other Unions outside the premises of the Corporation as per the existing Circular instructions.

 

These instructions will come into force with immediate effect.
