        Sub:-    RECRUITMENT  - Ban on Recruitment in Direct Recruitment and promotional posts - Further

                    instructions - I   issued .

        Ref :-  Circular No. PD-68/1996, Dated 30.07.1996.

        Further to the instructions issued through the reference cited, the ban imposed on Direct Recruitment and promotion is  extended up to 31.07.1998, subject to the following conditions :

1.    DIRECT RECRUITMENT :

a)    The vacancies in the posts of Driver Gr-II and Conductor Gr-II calculated on the basis of stipulated guidelines shall be filled up by the Regional Managers after obtaining specific sanction/clearance from the Executive Director of the Zone.  However, for the preparation of panels for the posts ie., Driver and Conductor, approval of VC & MD shall be taken by the Executive Director concerned duly giving full details.

b)    No direct recruitment shall be made to any other posts except the posts mentioned above without specific prior written approval of the VC & MD.

c)    This ban shall not come in the way of filling the SC/ST backlog vacancies.

II.    PROMOTIONS :

        Executive Directors (Zones) can fill up the vacancies by promotion in the following  posts, subject to the condition that consequential vacancies due to promotion are not be filled up by Direct Recruitment.

    a)    Vacancies in the categories of Mechanics, Artisans, Helpers, Controllers and ADCs to the extent of sanctions communicated by Head Office.

    b)    All other Regional/Zonal level posts including Supervisory cadres except First Line Supervisors for which Head Office Issues promotions, to the extent of sanctions communicated, duly taking into account the seniority lists published based on the revised levels of seniorities and waiting lists existing, if any.

        Necessary action shall be taken accordingly.
