.        Detailed guidelines were issued on transfer policy through the circular cited, it is noticed that competent authorities concerned while ordering transfers are not following the guide lines on the subject in some cases.

 

        1.        It has come to notice that the minimum stipulated period of 2/3 years as the case may be in respect of retransfer of employees to the places from which they were transferred or to any other place that may be requested by the employees, is not being observed.

 

        2.        In respect of direct recruitment categories like Driver, Conductor, Cleaner, they are being transferred from one seniority Unit to other seniority unit on loss of seniority (ie., to say from one Region to another Region) without completing minimum required service of three years in the parent Region in which they are initially appointed.  In respect of Hyderabad City Region depots, BAN is imposed on transfer of Drivers / Conductors from HYD  City Region to the Regions.

 

        3.        Transfers in respect of employees in the promotion posts of Mechanics, Artisans, ADCs, Controllers, DC/TI.III/TTIs from one seniority unit ie., from Region/Zone to another Region / Zone were completely banned.  It is noticed that some authorities are issuing temporary  transfer orders in respect of these categories from one Region to another Region for shorter periods of three/six months and they are retained there duly extending the period in different spells.

 

        4.        When employees are posted to other depots/Units on promotion, they are being transferred back to the same Depot/Unit within short periods.  This employees who are transferred on promotion, shall be allowed to work there atleast for three years.  Then only their cases shall be considered.  If any particular employee is to be considered for transfer earlier than three years period for any justifiable grounds, such cases shall be referred to Head Office for the orders of VC & MD.

 

        5.        Similarly whenever employees are posted to other Deposits/Units on conclusion of disciplinary proceedings.  Such employees are also being  retransferred to the parent Unit/Depot within  no time.  Only after minimum two years period of their working at the other place their case is to be considered for transfer to the parent Depot / Unit.

 

        In view of the above it is hereby ordered that the authorities competent to transfer employees shall follow all the guidelines on transfer policy issued through the above circulars strictly.

 

        Further, the authorities concerned are advised not to register any request for temporary transfers from one seniority unit to other seniority Unit in respect of promotional posts.  

 

        Failure to adhere to the above instructions will entail severe disciplinary action on the concerned.
