Sub:     RECRUITMENT REGULATIONS – Amendment to the method of Recruitment and Qualifications to the posts of Asst. Mechanical Engineer, Asst. Works Manager and Asst.Traffic Manager-Posting of Traffic and Mechanical Supervisors to Depots to fulfil the eligibility criteria - Reg.

It may be recalled that amendment to the Recruitment Regulations for promotion of AEs(M) and AMs(T) as AME/AWM and ATM respectively making 5 years Depot Supervisory Experience in the cadres of Dy.Supdt., Supdt. and front line supervisory posts mandatory was notified under reference 3rd cited, following the Board Resolution under reference 1st cited and its approval by the Government vide reference 2nd cited.  It is needless to mention that this amendment was brought out to make the prospective supervisors familiar to the Depot issues so that they can manage the Depots smoothly on getting promotion to the cadre of AME/ATM and on being posted as DMs.  It was also the intention of the Management that it would prepare the young employees in the supervisory category to shoulder the responsible position in the depots.  

However, some of the supervisors are continued in the functional posts at Regional Managers’ Offices and ED’s Offices, Bus Stations etc., either on their personal request or on the requirement of suitability of the persons to specific posts. However, it is observed that such deployment of supervisors for long durations in functional posts is coming in way of their promotional chances to the category of JSOs in terms of the Notification under reference 3rd cited. So far, in the 3 selections conducted after the above notification, necessary relaxation was granted by the Selection Committee to the above amendment subject to the condition that such of those supervisors falling short of the required 5 years of Depot Supervisory Experience shall invariably be posted as DMs till the short fall of Depot Supervisory Experience is completed and till such time their service in the promoted category of JSO cadre shall be on temporary basis under Reg.30.  Only on completion of such short fall of Depot Supervisory Service in the promoted cadre of DM,  their service shall be regularised.

In the recent selections held on 16.08.2010, the Selection Committee felt that such exemption of the mandatory of Depot Supervisory Experience which was already granted exemption for 3 time can not be extended further and it is not healthy practice to continue further exemption which against to the spirit of the Notification.

Hence, all the Officers are hereby notified that the Supervisors in Traffic and MED are invariably be posted to Depots from their functional posts for 5 years so as to make them eligibile for promotion to the post of JSO in terms of the amendment to Recruitment Regulations notified vide reference 3rd cited.  All the Dy.CPMs and POs shall verify the records of Traffic and MED Supervisors and take immediate steps to ensure that all the Traffic and MED supervisors are posted to the depots to fulfil the 5 years eligibility condition of depot supervisory experience. It is the responsibility of the Dy.CPMs to ensure the implementation of these instructions duly consulting respective Executive Directors. It is also to make clear that no representations to relax the above mandatory conditions of 5 years of compulsory Depot Supervisory Experience will be entertained at any cost hereafter.
