In terms of the instructions contained in the Circular 2nd cited, drivers who were declared medically unfit can be considered for the post of Cleaner within the quota of 10% earmarked for them.
Instructions were issued to protect the Pay of the medically unfit Drivers if they were provided with alternative employment vide Circular cited at (1) above.
The APSRTC National Mazdoor Union has represented that pay protection is not being given to the medical unfit Drivers when they are given alternative employment as Cleaners. Therefore, it is reiterated and clarified that -
1) When a medical unfit Driver who is provided with alternative job of Cleaner was drawing more than the maximum of the scale of Cleaner, his Pay shall be fixed at the maximum of the Cleaner's Scale and Pay over and above that shall be treated as P.P. to be absorbed in the future increments in the post of Cleaner subject to eligibility.
2) If he was drawing less than the maximum of the Scale of the Cleaner, his Pay shall be fixed at the stage equal or just below to that of his Pay in the present post duly treating the difference, if any, as P.P. to be absorbed in future increments in the Cleaner's Scale.
Regarding due date of Annual Increment in the post of Cleaner, the following instructions are issued :
A) When a medically unfit Driver is appointed as Cleaner before medical Retirement i.e., within one year from the date of medical unfit:
The length of duty period from the due date of latest Annual Increment in the post of Driver to the Date on which he is declared medically unfit for the post of Driver is to be brought forward and shall be counted for the purpose of arriving at the date of next Annual Increment in the post of Cleaner. An illustration is appended in the Annexure.
B) If a medically unfit Driver is appointed as Cleaner after medical Retirement i.e., one year after being declared as medically unfit, he will earn increment after one year from the date of his appointment as Cleaner subject to LWP and other conditions.
All the Unit Officers are directed to adhere to the above instructions strictly.

Date of appointment as Cleaner 16.12.1994
In this case, employee worked for a period of 3 months 10 days in the post of Driver after due date of latest increment upto date of medical unfit and he was appointed as Cleaner before medical Retirement. Thus after completion of 8 months 20 days of duty period in the post of Cleaner from the date of his appointment as Cleaner, his annual increment falls due in the post of Cleaner.
