Sub:     RECRUITMENT – Implementation of spirit of Presidential order in the direct recruitment for Zonal Level and Regional level posts – Instructions – Issued.

Adverting to the circular 1st cited instructions were issued regarding submission of certificates by the candidates applying for the posts of Drivers, Conductors and Security Guards in proof of local candidature. Instructions were issued vide circular 2nd cited, not to insist for nativity certificate.

During the year 2008, the Government has advised to implement the spirit of Presidential order.  Hence an office order was issued advising Regional Managers/ Selection committees to insist on production of certificate of residence relevant to the Districts for which recruitment is sought to be made.

In order to implement Presidential order in true spirit, it is decided to recruit candidates duly giving preference to local candidates in the ratio of 70:30 for Zonal level categories and 80:20 for Regional level categories and defined the local candidature as for the following guidelines.

 

DEFINING LOCAL/NON-LOCAL STATUS

 

1. A candidate shall be regarded as a local candidate in relation to a local area

1.1.   If he/she has studied in an Educational Institution or Educational Institutions in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or first appeared in the relevant qualifying examination as the case may be.

1.2.   Where, during the whole or any part of the four consecutive academic years in which he/she appeared, or first appeared in the relevant qualifying examination, he/she has not studied in any educational institutions, if he/she resided in that local area for a period of not less than four years immediately preceding the date of commencement of the relevant qualifying examination in which he/she appeared, or first appeared, as the case may be.

2.         A candidate who is not regarded as local candidate under clause (1.1) above in relation to any local area shall be.

2.1.   If he/she studied in the educational institutions in the state for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared or first appeared for the relevant qualifying examination as the case may be, be regarded as a local candidate in relation to—

 

             i.        Such local area where he/she studied for the maximum period out of period of seven years.

OR

           ii.        Where the period of his/her study in two or more local areas is equal, such local area where he/she studied last in such equal periods.

 

2.2.   If during the whole or any part of the seven consecutive academic years ending with the academic year in which he/she appeared or first appeared for the relevant qualifying examination, he/she has not studied in the educational institutions, in any local area, but has resided in the state during the whole of the said period of seven years, be regarded as a local candidate in relation to

 

i.     Such local area where he/she has resided for the maximum period out of the said period of seven years.

 

OR

ii. Where the period of his/her residence in two or more local areas is equal such local area where he/she had resided last in such periods.

 

3.         Candidates who don’t fall under the definition of local candidate as defined above and candidates who have studied out side A.P in any one year out of the 4 years preceding SSC examination will be treated as Non-Local.

 

Zone/Region jurisdiction

 

The Zones and the regions which constitute local area for recruitment in that zone are furnished hereunder:

The NEC Region has to be divided into Srikakulam & Vizianagaram districts.  And in this case of NEC Region individual districts are to be considered while recruiting region level cadres.

As per the Government Memo No.42005/Ser.D/2002-1, dt. 28.08.2002, reservation in direct recruitment in favour of local candidates and open category is 70:30, the first 30% of the posts have to be filled up from the combined merit list of both local and open category (both local and non-local) candidates based on their overall merit and the communal roster.  The remaining 70% of the posts have to be filled up only by local candidates based on their merit and communal roster point.   The same analogy may be applied for Regional level categories also in the ratio of 80:20.   The vacancies allocated to the local candidates need not be notified.

While recruiting the employees to any category the instructions given above are to be strictly adhered to. The same principle has to be applied while recruiting Drivers and Conductors on contract basis also.

These instructions will apply to the on going recruitment and those which will be finalized from today.
