1. INTRODUCTION: The Board in its Resolution 1st cited, authorized the Vice Chairman & Managing Director to enter into an agreement with APSRTC National Mazdoor Union (Recognized) under Section 12(3) of I.D. Act, 1947 on Revision of Pay Scales & Allowances and to obtain sanction of the Government under Section 45 (2) (c) of RTC Act 1950 and to implement the same.
1.1. Accordingly a wage settlement was entered into between the APSRTC and APSRTC National Mazdoor Union on 21.10.1997 under Section 12(3) of Industrial Disputes Act 1947. In accordance with the above Agreement, proposals have been submitted to the Government for according sanction vide reference 3rd cited. The Sanction of Government will be communicated after receipt of the same. In order to save time and keep things ready, the following working instructions are issued for implementing the Revision of Pay Scales after receipt of approval of the Government.
2. REVISED SCALES OF PAY 1997 & THEIR APPLICABILITY :
2.1. The Scales of Pay forming part of agreement cited, shall be applicable to all Class-II, Class-III and Class-IV Employees of APSRTC, who were on its rolls as on 1st April 1997 and recruited during the tenure of the agreement period ie., upto 31.03.2001. They shall hereafter be referred to as the "Revised Scales of Pay 1997" and shall be deemed to have come into force with effect from 1st April 1997 are shown in Annexure-I. The Revised Scales of Pay 1997 shall be implemented in the Salary Bill of DECEMBER 1997.
2.2. The Revised Scales of Pay shall not apply to :
a) Persons appointed on Contract basis ; |
b) Persons engaged on Contingent basis ; |
c) Persons engaged on Casual basis ; |
d) Persons working in the Corporation on Deputation and who have not opted for Corporation scale during the period of their deputation ; |
e) Persons appointed on consolidated pay/honorarium |
f) Former employees of TTD who were transferred to Corporation and who have not opted for the Rules, Regulations and service conditions of APSRTC. |
2.3. All appointments whether by promotion or direct recruitment made to existing posts or any additional posts created on or after 1 April 1997 shall automatically be in the Revised Scales of Pay 1997.
3. EXERCISING OF OPTION:
3.1. All Employees shall have the option to come on to the Revised Scales of Pay 1997 subject to the following conditions.
3.1.1 The Employees holding a post in the Corporation as on 31st March 1997 and continued on 1st April 1997, the Scale of which is revised, may opt
3.1.1.1 To remain in the existing Scales of Pay 1993 until he/she vacates his/her post or ceases to draw pay in the existing Scales of Pay 1993 or
3.1.1.2 To draw pay in the Revised Scales of Pay 1997 either from 1 April 1997 or from the date on which he/she earns his/her next increment occurring after 1 April 1997 and before 31 March, 1998 IN THE POST HELD AS ON 01.04.1997.
3.1.1.3 The Pay of employees promoted to higher post or placed on Special Grade after 01.04.1997, to be taken for fixation in RPS 1997, shall be the Pay fixed on 01.04.1997 on 01.04.1997 or as on next normal increment in his/her old post before 31.03.1997 in pre-revised Scale.
3.1.2 The Option shall be exercised in duplicate before 17.11.1997. A specimen Option Form is appended to this Circular at Annexure-II. While filling up Item No.8 of the Option Form both the Punishments of Cumulative & Non-cumulative nature should be shown.
3.1.3 The Option so exercised shall be final and the Employee shall not be permitted to revise the Option at a subsequent date..
3.1.4 All persons appointed / promoted on or after 1 April 1997 shall be allowed pay in the Revised Scales of Pay 1997 under the provisions of APSRTC Employees (Pay & Allowances) Regulations 1964 and the method of fixation as laid down in para 4 below will not apply.
3.1.5 If the employee does not exercise the Option in writing before 17.11.1997 as specified in 3.1.2 above, he/she shall be deemed to have opted to the Revised Scales of Pay 1997 from 1 April 1997. A rubber stamp with the following matter be affixed on the Pay Fixation form of such Employees who have not given option before 17.11.1997 duly signed by the Supervisor.

3.1.6 An Employee holding a substantive lower post and officiating in a higher post on 1 April 1997 or on the date of Option, shall exercise his option in respect of both the posts.
3.1.7 An Employee, who retired or resigned or was removed or dismissed from service on or after 1 April 1997 but before the date issued of this Circular notifying the Revised Scales of Pay 1997 may exercise his option within one month from the date of this Circular.
3.1.8 In case of an Employee, who died in harness on or after 1 April 1997 and before exercising the Option as in 3.1.2 above, he/she shall be deemed to have opted for the Revised Scales of Pay 1997 with effect from 1 April 1997.
3.1.9 In case where the date of increment in the existing Scales 1993 of an Employee is altered or circumstances existing on the date of exercise of option are materially altered by any order of Managing Director or any authority, he/she may exercise the revised option within a period of one month from the date of issue of the relevant order by the competent authority.
3.1.10 An Employee who is on leave or under suspension on the date of issue of this circular and who does not join duty before the last date of exercise of option under para 3.1.2 may exercise his/her option within a period of one month from the date of resumption of duty after the expire of leave or from the date of his/her reinstatement as the case may be.
3.1.11 The Revised Scales of Pay 1997 are not admissible to Employees who were on leave preparatory to retirement on 1 April 1997 forenoon under the provisions of Chapter-V of the Ex-Nizam's State Railway Establishment Code.
3.1.12 Employees who had proceeded on leave preparatory to retirement after 1 April 1997 under the provisions of Chapter V of the Ex-Nizam's State Railway Establishment Code, shall be eligible to get their pay fixed in the Revised Scales of Pay 1997 provided they exercise the option.
4. METHOD OF FIXATION:
4.1 The method of fixation in the Revised Scales of Pay 1997 shall be as follows :
4.2 All the components from (a) to (d) indicated below, whichever applicable shall be added and rounded off to the next one rupee to arrive at the existing emoluments for fitment.
a) Basic Pay as on 1 April 1997 or on the date of option.
b) D.A. as on 1 January 1997 (on basic Pay +P.P.)
c) Fitment benefit of Rs.60.00
d) Weight age Increments shall be added at the following rates of increments existing in RPS 1993.
i) @ One increment for Employees appointed on or before 1 April 1992 and on or after 2 April 1982
ii) @ Two increment for Employees appointed on or before 1 April 1982 and on or after 2 April 1972
iii) @ Three increment for Employees appointed on or before 1 April 1972.
Note: The quantum of increments towards weight age increments which accrue next in RPS 1993 shall be added for fixation of Pay in RPS 1997. For example a Driver appointed on or before 1 April 1982 and on or after 2 April 1972 drawing Rs.3145/- in the scale of Rs.1800-55-2515-70-3215-75-3365 is eligible for Two weight age increments @ Rs.3145.00 + 70.00 + 75.00 = 3290.00.
4.3 The pay shall be fixed in the RPS 1997 at the stage next above the amount of existing emoluments irrespective of whether the amount of existing emoluments is a stage or not in the Revised Scales of Pay 1997 provided that :
a) If the amount of the existing emoluments, as so computed above, is less than the minimum of the Revised Pay Scales 1997, The pay shall be fixed at the minimum of that scale; and
b) If the amount of the existing emoluments, as so computed above is more than the maximum of the Revised Pay Scales 1997, the pay shall be fixed at the maximum of that scale and the balance be treated as Personal Pay. This Personal Pay shall be continued during the tenure of this agreement and shall not be absorbable while sanctioning Stagnation Increment (s) and this has to be merged at the time of promotion only.
4.4 The principle of fixation of pay laid down in this rule shall apply to substantive, officiating and temporary Employees.
4.5 Where the pay of an Employee officiating temporarily or otherwise in a higher post as fixed in the Revised Pay Scales of Pay 1997, is less then or equal to the pay fixed in the lower post, held by him/her substantively, his/her pay in the higher post shall be fixed at the stage next above his/her substantive pay in the lower post.
4.6 Where an Employee exercises option to retain the existing scale of pay 1993 in respect of a post held by him/her in an officiating capacity for the purpose of regulating his/her pay in that Scale under Regulation 9 of APSRTC Employees (Pay and Allowances) Regulations 1964, his/her substantive pay shall be the substantive Pay, which he/she would have drawn had he/she retained the existing scale of pay 1993 in respect of the permanent post on which he/she holds a lien or would have held a lien, had his/her lien not been suspended.
4.7. The existing quantum of Personal Pay (P.P) if any as on 31 March 1997 shall continue. Personal Pay which have to be absorbed in future increments, if any, shall be adjusted as per the Circular instructions on the subject. P.P. under Family Planning and P.P for other purpose shall be shown separately at item 1(b), item (5) and item (9) of Pay Fixation form. The F.P. increment which was sanctioned w.e.f. 01.04.1997 shall be allowed in the revised rate of RPS 1997 after fixation of Pay in RPS 1997 and be shown as Personal Pay.
4.8. In the case of Employees whose increments have been withheld as a measure of penalty, their pay will be fixed in the Revised Scales of Pay 1997 as already laid down in 4.2 depending on his/her option. The next increment will be allowed on the expiry of the period, for which the increment was ordered to be withheld.
4.9 The cases of Employees undergoing punishment or reduction to a lower stage in a time scale or to a lower post, shall be dealt with as follows :
4.9.1 In cases of Employees, who were undergoing punishment of postponement of increment and reduction in pay on 1 April 1997, their pay shall be fixed as if they were not undergoing such punishment and the effect of punishment would be enforced in the Revised Scales of Pay 1997. In regard to Employees undergoing the punishment of reduction in rank on 1 April 1997, their pay shall be fixed both in the lower and higher ranks and on expiry of the punishment, their pay would be drawn as fixed in the higher ranks.
4.10 A specimen Fixation Form is appended at Annexure -III.
The Pay Fixation Form shall be prepared in duplicate.
5. DATE OF NEXT INCREMENT IN THE REVISED SCALES OF PAY 1997
5.1 The next increment of an Employee, whose pay is fixed in the Revised Scales of Pay 1997, as on 1 April 1997, in accordance with the principles above, shall be due on the date on which he/she would have drawn normal increment, had he/she continued in the pre-revised Scale.
5.2 In the case of an Employee, who was drawing pay at the minimum of the existing scale of pay on 1 April 1997 and who was at such maximum for a year or more on that date, his next increment in the revised scale shall be deemed to have accrued on 2 April 1997 provided he had opted to the Revised Scales 1997 from 1 April 1997 subject to maximum of the pay in Revised Pay Scales not being exceeded.
5.3 In the case of an Employee, who reached the maximum of the existing scale of pay subsequent to 1 April 1996, and who opted for the Revised Scales of Pay 1997 from 1 April 1997 the next increment in the Revised Scales of Pay 1997 shall accrue on the completion of service for the full incremental period i.e., one year. The period of service at the maximum prior to 1 April 1997 in the existing scale shall also be counted for increment period.
6. RELIEF TO EMPLOYEES, WHO HAVE REACHED THE MAXIMUM ON TIME SCALE :
6.1 In order to provided relief to Employees who reach the maximum of Revised Pay Scales 1997, Stagnation increment will be allowed during first year, second year and fourth year of the agreement period, if eligible, beyond the time scale, as indicated below :

Note : 1) To this extent, the scale of pay should be deemed to have been extended at the rate of the last increment drawn by them.
2) The first Stagnation Increment after Pay Fixation in RPS 1997 as on 01.04.1997 shall be admissible from the date, immediately following the completion of One year from the date on which they have drawn normal / biennial increment in RPS 1993. The second Stagnation Increment shall accrue after one year from the date of drawl of first stagnation increment and the third Stagnation Increment shall accrue after two years from the date of drawl of second Stagnation Increment.
7 EQUALIZATION ALLOWANCE :
7.1 The Equalization Allowance now existing (RPS 1985, 1989 and 1993) will continue for the specific Employee concerned during the tenure of the agreement (RPS 1997).
8. DEARNESS ALLOWANCE RATES :
8.1 The Dearness Allowance rates admissible on RPS 1997 will be notified separately. In case of Employees, who have opted to RPS 1997 at a subsequent date other than 1 April 1997, they will continue to draw the DA at the old rates under RPS 1993.
9. HOUSE RENT ALLOWANCE :
9.1 House Rent Allowance shall be payable to the eligible employees on the Revised Scales of Pay 1997 at the rates indicated below against each category of places.

11. SPECIAL GRADES TO RELIEVE STAGNATION :
11.1 In order to relieve stagnation the existing scheme of Special Grades available for employees working in certain categories and have put in more than 12 years of service in the same cadre will continue. The normal and corresponding Special Grade Revised Scales of Pay 1997 are enumerated at Annexure -IV.
11.2 With a view to relieve stagnation, it is agreed to extend the benefit of Special Grades to the employees in the following categories who have put in more than 12 years of service as such in the same category and place them on to the corresponding scale as shown against each in Annexure - V. The Special Grades to the employees who have completed 12 years of Service in these categories as such are to be implemented w.e.f. 1st August 1997 and there after 1st of August of every year as is being implemented in respect of categories for which Spl. Grades are already in force.

11.3. While fixing the Pay in Special Grade One Notional Increment in the existing grade will be given and then fixed at appropriate stage in the Special Grade. On promotion to any higher post / higher grade from Special Grade, the pay will be fixed in the promotional scale in the next stage without the benefit of Regulation 9 (1) (a) of Pay & Allowances Regulations.
11.4 The pay of an employee on promotion without being placed in Special grade will be fixed (duly giving a notional increment in the existing scale) in promotion scale at next stage in terms of Regulation 9(1) (a) of APSRTC Employees (Pay & Allowances) Regulations 1964.
12. SPECIAL PAY
12.1 The existing Special Pay as mentioned here-under for TYPISTS possessing qualification as indicated below will continue.

12.2. However, taking into account the drop in emoluments to the existing Typists from 01.04.1997 towards DA drawn by them upto 31.03.1997 on the Special Pay, it is agreed to protect the D.A. element existing in RPS 1993 as on 31.03.1997 in the form of Equalization Allowance as shown hereunder w.e.f 01.04.1997 to the Typists who were in service as on 31.03.1997 and continued thereafter.

12.3 The Equalization Allowance so protected will not be applicable to the Typist appointed on or after 01.04.1997.
12.4 The "Equalization Allowance" already protected w.e.f 01.04.1993 in RPS 1993 vide Circular No.PD-117/94, Dt. 22.10.1994 to the Typists who were in service as on 31.03.1993 and continued there after will be continued.
12.5 Further, the Equalization Allowances protected under paras 12.2 and 12.4 shall automatically be ceased to be withdrawn from the date the incumbent is promoted to the next higher post and assumed higher responsibilities.
12.6 The Special Pay and Equalization Allowances so granted shall not be taken into account as Basic Pay for the fixation of Pay on promotion to any higher post.
13. ALLOWANCES :
13.1 The existing Allowances and benefits have been revised as shown in the Annexure-VI This will be effective from 01.10.1997.
13.2 The following Allowances have been introduced w.e.f 01.10.1997 The rates have been shown in the Annexure-VII
a) Dak Bungalow Allowance to Jeep Drivers working in squads.
b) Special Allowance to Staff working at Paderu depot.
c) Conveyance allowance to Pay Master & Cashier Working at PF Trust.
d) Refreshment allowance to One Security Supervisor working in MDs Office main gate and EDs (zone) offices main gates.
e) Special allowance to all Para-medical Staff.
13.3 The existing Allowances and Benefits which have not been modified by this Circular will be continued.
14. STIPEND TO MECHANICAL SUPERVISOR (TRAINEE) AND TRAFFIC SUPERVISOR (TRAINEE) :
14.1 The stipend is revised in respect of Mechanical Supervisor (Trainee) and Traffic Supervisor (trainee) as indicated below :

16. DRAWL OF ARREARS :
16.1. Instructions with regard to drawl of arrears from 01.04.1997 or from the date of Option to November 1997 will be issued separately.
16.2 Necessary entries shall also be made in relevant records like Service Records etc. After pre-auditing of pay fixation, one set of Option Form and Pay Fixation Form shall be submitted as an accompaniment to Salary Bill in which revised pay in implemented. The Audit Officer shall endorse "Implemented in S.B. of_____ _____ " on the Pay Fixation Form. The same set of Option Form and Pay Fixation Form shall be returned to the Unit by the Audit for permanent record. The other set of Option Form and audited Pay Fixation Form shall be filed in P.Case of the Employee. The endorsement made by the Audit Officer for implementation shall be copied on P.Case copy of the Pay Fixation Form and attested by the A.M. (P) / Supdt. (P)/ Dy. Supdt. (P) at Depot.
17. REMOVAL OF DOUBTS IF ANY :
17.1 Any doubt arising in the course of implementation of the Revised Scales of Pay 1997 shall be referred to the Chief Personnel Manager for Clarification.
18. The above instructions issued with regard to Pay Scales of employees with effect from 01.04.1997 shall be implemented after receipt of communication of the sanction from the Government.
