Sub:- GRIEVANCES - Strike by APSRTC National Mazdoor Union on 21.11.1994 - Treatment of Period - Payment of Wages - Reg.

        The APSRTC National Mazdoor Union went on strike on 21.11.1994.

        Instructions were issued through Circular cited that the staff who have participated in the Strike are not entitled to wage for the period of strike and to effect cash recovery of wage amount in the salary bill of November, 1994.

        The APSRTC National Mazdoor Union represented for sanction of one day leave for those who have participated in Strike on 21.11.1994.

        The representation of the Union is considered and it is decided to treat the period of absence of the Employees who have participated in Strike on 21.11.1994 as "LEAVE DUE".  Leave due means Earned leave or Half pay leave on Private Affairs in terms of Regulation 28 of  APSRTC Employees (Leave) Regulations, 1963.

        The Unit Officers under whom the Employees are working now shall debit account and draw the leave  wages (AH No. 91s)  to the eligible Employees duly verifying the particulars of basic pay, punishments etc., from the Service Records and 'P' case and calculate DA, HRA etc., as existing on 21.11.1994 in the place where he had worked on that date.  After calculation of wages to the eligible Employees the Supplementary Salary Bill (drawn up manually) shall be sent to the Depot Manager / Unit Officer where the Employee had worked on 21.11.1994 and get confirmed before arranging payment after pre-audit.

        These instructions are applicable only with reference to treating the strike on 21.11.1994 as "Leave Due" to eligible employees and not to the payment of incentive.  The decision already taken with reference to payment of incentive holds good.

        This has the concurrence of Chief Accounts Officer.
