CIRCULAR NO.PD-82/1997, DATE 17.11.1997

Sub:-    STRIKES -  Treatment of Strike period as Leave Due - Leave Due as per Regulation 28 of APSRTC Employees' (Leave) Regulations, 1963 - Clarification issued  - Reg.

***

Doubts have been raised by some Unit Officers whether to allow Half Pay Leave on Private Affairs along with Earned Leave for the purpose of treating Strike period as "Leave Due".

        The Matter has been examined.

Leave due means Earned Leave or Half Pay Leave on Private Affairs in terms of Regulation 28 of APSRTC Employees' (Leave) Regulations, 1963.  It is therefore clarified that -

        *        The period  of Strike will be treated as Leave Due only when there are instructions from Head Office.  There is no power to treat the Strike Period as Leave Due to any authority except VC & MD.

        *        Leave Due means Earned Leave in regular course.

        *        When there is no Earned Leave to the credit of the Employee, or there is short-fall, Half Pay Leave on Private Affairs can be granted.

Unit Officers are advised to take necessary action accordingly.
