Sub:     PAY – Fixation of pay of employees when placed in Special Grade on completion of 12 (twelve) years of service and subsequently on promotion to higher post/higher grade – Clarification – Issued.

1.                  Instructions were issued through Circular 1^st cited regulating the placement in special Grades on 1^st August instead of 1^st May from the year 1994 onwards and fixation of pay in Special Grades as well as on subsequent promotion to any higher post/higher grade from Special Grade.

2.                  It was clarified through memorandum 2^nd cited that the Instructions Issued through Circular 1^st cited on fixation of pay on promotion in the next stage of promotional scale without giving notional increment will only be applicable to the cases where promotion was given after placing employees on Special Grades w.e.f.1.8.1994.

3.                  One of the Units has raised doubt regarding the eligibility of notional Increment while fixing the pay of employees who got Special Grade prior to 1.8.1994 and subsequently promoted to higher post/grade after 01-08-1994.

4.                  It is hereby clarified that if the employees who were in special Grade are promoted to any higher post/higher grade on or after 1.8.1994, they are not eligible for benefit of notional increment while fixing pay in the promotional/higher post.
