Through Circulars reference 1&2nd cited detailed guidelines were issued regarding outsourcing of Steno/Typists and Attenders at all Depots/Units including NOUs of Regions/Zones and also in the Units of Corporate Office.

On consideration of the representation dated 12.8.2011 made by   “The  APSRTC BC Employees Welfare Association”, Hyderabad, the VC&MD has accorded approval to implement rule of reservation in outsourcing of personnel for the categories of  Typists/Stenos/Attenders provided by the outsourcing contractor.

Regarding operating the system, it is felt that the Contractor will not be able to maintain running roster.   Therefore,  simple but more effective system would be to take candidates to the extent of percentage prescribed for each category.  As such the contractor will have to ensure that out of the total Men/Women deployed there should be minimum 15% of SCs, 6% STs, 29% of BCs (BC-A:7%, BC-B:10%, BC-C:1%, BC-D:7%, BC-E:4%).  Regarding women, since that the above categories will have to stay for extended hours in Office,  it would be sufficient if the percentages are followed community wise i.e. SC/ST/BC irrespective of Men/Women in the category deployed.

In view of the above the following clause shall  invariably be incorporated while releasing the   tender notifications in future  for outsourcing of  Steno/Typist/Attenders,

“the successful tenderer shall provide minimum 15% of SCs, 6% STs, 29% of BCs(BC-A:7%, BC-B:10%, BC-C:1%, BC-D:7%, BC-E:4%) out of the total requirement notified .”

The other terms and condition shall remain unchanged.
