Sub:  CELL PHONES – Purchase of Cell Phones by Officers of Corporation either at initial time or by replacement – Obtaining of 3 quotations and to purchase at the rate of Lowest quotation offered – Reg.

Instructions were issued vide reference 1^st cited, simplifying the process of repairs or procurement of Cell Phone Instruments.  EDs of the Zones and RMs are authorized to purchase Cell phone Instruments from the local Market according to the need.  They are also authorized to sanction the expenditure to carryout the repairs.  The procedures to be adopted either for repairs or procurement was also communicated in the reference.

 

In spite of these instructions, it is noticed that the instruments are being procured by the Officers.

-                           Without obtaining 3 quotations from the dealers of standard makers of Cell Phone instruments.

-                           Without obtaining sanction of the Competent Authority.

-                           No history cards are being maintained. 

-                           No certification is being given in regard to taking into T&P account of the Office/Unit. 

-                         No certification is being obtained from Authorized service centre stating that the warranty period is completed and optimum life of the Instrument is over and that it is beyond repairs. 

The Audit has taken a serious objection over procurement of Instruments violating the above instructions.  Further, instructions were issued vide reference 2^nd cited to procure the new Instruments under ‘Buy Back System’ duly exchanging the old Instrument at a reasonable price, which will save money.  However, no such efforts are being made.

The instructions issued vide references shall be complied before procurement of a new Instrument. 

The Sanctioning authorities shall not accord sanction for procurement of new Instruments unless these instructions are scrupulously followed.
