Sub: PAY – Special Grades – Allowing the notional increments while fixing pay both in 12 Years and 20 Years Special Grades to the Attenders, Sweepers, Scavengers and Tracers (CED) who have completed 20 years of service as on 31.07.2009 and became eligible to such Special Grades with effect from 01.08.2009 - Instructions – Issued.

Through the circular 1st cited, instructions were issued extending Special Grades with effect from 01.08.2009 to the employees working in the categories of Sweepers, Scavengers and Tracers (CED), who have put in 12 Years of service in the same post.
Through the circular 2nd cited, 20 Years Special Grades were provided with effect from 01.08.2009 to all the employees, who have put in more than 20 years of service in the same category of post and who were already enjoying 12 Years Special Grades.
Subsequently, in consideration of the representation made by Recognized Union, through the circular 3rd cited, instructions were issued to grant 12 / 20 Years Special Grades with effect from 01.08.2009 and thereafter on 1st August of every year to the eligible Attenders, Sweepers and Scavengers, in relaxation of requisite qualifications for promotion to the next higher post. However, the Tracers (CED) were not given such relaxation.
As per the conditions stipulated in the circulars 1st and 2nd cited, while fixing the pay in 12 / 20 Years Special Grades, one notional increment in the lower (existing) scale shall be given and then fixed at appropriate stage in 12 / 20 Years Special Grades.
Certain Units have sought clarification whether to place the Attenders, Sweepers and Scavengers, who were not allowed 12 Years Special Grade for want of requisite educational qualifications earlier, but have completed 20 Years of service now, directly in 20 Years Special Grade duly allowing one notional increment in one step OR to place them in 12 Years Special Grade duly allowing one notional increment in the existing scale and then place in 20 Years Special Grade with one more notional increment or without notional increment, in two steps.
After examining the matter in detail, in order to avoid pay anomalies between Senior and Junior employees, the VC&MD, with the concurrence of CAO, has accorded sanction to allow notional increments while fixing pay both in 12 Years and 20 Years Special Grades to the Attenders, Sweepers, Scavengers and Tracers (CED) who have completed 20 years of service as on 31.07.2009 and became eligible to such Special Grades with effect from 01.08.2009.
Necessary action, shall, therefore, be taken accordingly.
The other terms and conditions stipulated in the circulars cited shall remain unchanged.
