Sub:-   SENIORITY - Change of level of seniority of Divisional cadres of Regional level seniorities on abolition of Divisional Set-Up - Method of maintaining seniority of Drivers / Conductors / Cleaners / Mechanics and Artisans in the seven Regions of ATP/KRNL/TPT/GNT/KRISHNA EAST GODAVARI & VSP - Instructions - Issued .

               Instructions were issued through Circular 1st cited that all the posts hitherto in the Divisional Seniority have become Regional Seniority posts and the Regional Managers shall take immediate action for preparation of integrated Regional Seniority lists for all the Divisional cadres duly fixing the inter-se seniority of the employees belonging to the erstwhile Divisional seniority in their respective Regions according to the time schedule given therein and any promotion to the Divisional cadre posts should be given only after publication of final Regional Seniority lists.

 

         Implementation of integrating seniorities was kept in abeyance in the case of  Ananthapur  / Kurnool / Tirupati / Guntur / Krishna /East Godavari  and Visakhapatnam Regions vide reference 2nd and 3rd cited stating that the seniorities in these Regions would be finalized after discussion with the Recognized Union.

 

        It was informed through the reference 4th cited to fill up the vacancies of ADCs/Controllers and Leading Heads in the above Regions by giving promotions temporarily under Regulation 30 of APSRTC Employees' (Recruitment) Regulations, 1966 based on the erstwhile Divisional seniority lists, pending finalization of the issue.  However, Grade-I promotions in the categories of Drivers, Conductors, Mechanics and Artisans were asked to be given taking the  Region as a Unit based on the date of appointment in the post of Grade-II duly preparing integrated Regional seniority lists for the limited purpose.

 

        Subsequently, instructions were issued vide Circular 5th cited to finalize and publish integrated Regional Seniority lists in this seven Regions also on par with other Regions as notified in the Circular 1st cited.

 

        In the Memorandum of Settlement 6th cited, a settlement has been reached on the method of maintaining seniorities of Drivers/Conductors/Cleaners/Mechanics and Artisans in the seven Regions.  Accordingly following instructions are issued in supercession of the earlier guidelines issued on the subject.

 

        i)    In the Regions of Anantapur, Kurnool, Tirupati, Guntur, Krishna, East Godavari and Visakahapatnam, the erstwhile Divisional seniority shall be maintained for the posts of Drivers/Conductors/Cleaners/Mechanics and Artisans for the purpose of promotions till all those employees who were working in the above posts as on 14.11.1994 it., the date of issue of Circular abolishing Divisional set-up are promoted or ceased to be in service.

 

       ii)    Seniority of those employees recruited after 14.11.1994 in the categories specified above in this seven Regions shall be maintained as integrated Regional Seniority in terms of Circular No. PD-147/94, Dt. 23.12.1994 1st cited.

 

        All the promotions given from the cadres of Drivers/Conductors/Cleaners/Mechanics and Artisans in the above specified Regions shall be regulated in accordance with the procedure indicated above.

 

        In respect of all the other Regions, the procedure for maintaining of integrated  Regional Seniority Notified vide circular 1st cited shall remain unchanged.
