Comprehensive Circular instructions were issued vide reference 1st cited regarding submission of draft Voters lists to the Asst. Commissioners of Labour concerned by the Unit Officers etc., in connection with the Union Membership Verification in APSRTC which is scheduled to be held on 09.09.2010.

          The following further instructions are issued for strict compliance by all the Unit Officers.

 

1.   No material related to Union Membership verification shall be allowed to be displayed in the premises of the Corporation or on the Notice Boards of the Recognised Union(s).  

2.   Meetings of participating Unions within the premises of Depots/Bus Stations/ Offices/ Production Units/ any other premises of the Corporation shall not be permitted. 

3.   Display of banners or hangings or tying and fixing banners on water tanks of APSRTC and in or over the Corporation’s vehicles is prohibited.

4.   Requisition may be made to the local Police Officials one week before the date of election for providing sufficient Police Bandobust on the day of election i.e. 09.09.2010 to avert any untoward incidents.  

5.   Canvassing within 24 hours of the commencement of the poll and at the Polling Stations is prohibited. 

6.   All those employees who are eligible to vote in the election shall be advised to carry their Identity Cards (issued by the APSRTC) as far as possible, while going to polling booth for casting their votes, as it would be helpful to the Returning Officer for easy identification of the employee. 

7.   All Unit/Depot Managers are advised to show a convenient place to the Asst. Returning Officer(ACL) / Presiding Officer for the purpose of arranging Polling Booths.  Necessary tables/chairs/benches may be provided and drinking water shall be arranged. 

8.   Postal Ballot will be provided only to those workers who will be away on duty on the date of secret ballot and thereby will not be able to exercise their votes between 05.00 AM and 06.00 PM on 09.09.2010.   As per the letter 2nd cited the postal ballot will be held on 14.09.2010 & 15.09.2010.  Thus --  

(i)      the employees who will be away from Head Quarters on duty between 05.00 AM and 06.00 PM on 09.09.2010 will be allowed to exercise their vote in the office of the Asst. Commissioner of Labour concerned between 10.00 AM and 2.00 PM on  14.09.2010; and  

(ii)    the employees who  will be away from Head Quarters on duty on 09.09.2010 and also on 14.09.2010 (i.e. both days) will be allowed to exercise their vote on  15.09.2010 in the Office of the Asst. Commissioner of Labour concerned between 10.00 AM and 02.00 PM. 

Therefore, for the purpose of Postal Ballot, the lists of such employees -- i.e. (a) who will be away from Head Quarters on duty on the day of secret ballot, i.e.  between 05.00 AM and 06.00 PM on 09.09.2010; and  (b) who will be away from the Head Quarters on duty on  the day of secret ballot (i.e. on 09.09.2010) and also on the day of  postal ballot (i.e. on 14.09.2010) -- shall be submitted to the Asst. Commissioner of Labour  concerned by 02.00 PM on 09.09.2010 itself through the respective  Presiding Officer at the respective Units/Depots by the Unit Officers, who prepared and submitted the Primary lists of employees  to the ACLs, duly supplying copies of the same to the contesting Unions on 09.09.2010 itself. 

The Depot Managers/Personnel Officers of the Regions in case of Operational Units, the Dy.CPMs of the Zones in respect of Non-Operational Units of the Zones, PO-II/HO in case of  Head Office, PO/BBW in case of BBW&PP, Director/Transport Academy, Hakimpet and  Supdt. /Tarnaka Hospital, may contact the Asst. Commissioner of Labour concerned in advance on the arrangements, if any, to be made for the Postal Ballot.   

9.   Immediately after counting of votes is completed, the Depot Managers/Unit Officers of Operational and Non-Operational Units shall furnish the details of the votes secured by each of the participating Unions under Clause(3) and Clause(6) of Code of Discipline, separately over Telephone to the respective RMs/EDs(Zones). It is also advised to inform the number of employees eligible for postal ballot also to the RMs/EDs(Zones). The RMs/EDs shall in turn inform the results of the Operational Unit(Depot-wise)/Non-Operational Unit (Unit-wise) together with the details of number of employees eligible for postal ballot to the Dy.CPM(IR&W), MD's Office, Hyderabad over Phone to Nos.27615220/27684325/ 27684237 and FAX No.27616268 in the following proforma.  They should also send the above information to Dy.CPM(IR&W) through special messenger to reach by 13.09.2010.

10.    Dy. Chief Personnel Manager (IR&W) shall organize a Special Communication Cell in her Office on Telephone Nos. 27615220/27684325 and 27684237, Hyderabad from 5.00 a.m. to 8.00 p.m. on 09.09.2010 to monitor the information and to ensure prompt communication of any clarification requested by the Unit Officers.
