Sub:-   SENIORITY - Change of level of seniority of Divisional cadres to Regional level seniorities on abolition of Divisional Set-Up - Method of maintaining seniority of Drivers / Conductors / Cleaners / Mechanics and Artisans in the seven Regions of ATP/KRNL/TPT/GNT/KRISHNA/EAST GODAVARI & VSP - Instructions - Issued .

Ref :- 1) Memorandum of Settlement under Section 12 (3) of I.D Act 1947 between the Management of APSRTC  and the Recognized National Mazdoor Union on 27.03.1997.

        In accordance with the settlement reached vide the Memorandum of Settlement 1st cited, the following instructions were issued vide the Circular 2nd cited.

 

        i)    In the Regions of Anantapur, Kurnool, Tirupati, Guntur, Krishna, East Godavari and Visakahapatnam, the erstwhile Divisional seniority shall be maintained for the posts of Drivers/Conductors/Cleaners/Mechanics and Artisans for the purpose of promotions till all those employees who were working in the above posts as on 14.11.1994 ie., the date of issue of Circular abolishing Divisional set-up are promoted or ceased to be in service.

 

        ii)  Seniority of those employees recruited after 14.11.1994 in the categories specified above in this seven Regions shall be maintained as integrated Regional Seniority in terms of Circular No. PD-147/94, Dt.23.12.1994.

 

    One of seven Regions has raised doubt regarding transfers in the above posts whether on Regional Basis or Divisional basis.

 

    The matter has been examined and hereby ordered that for the purpose of transfer in the categories of Drivers, Conductors, Cleaners, Mechanics and Artisans in the above seven Regions, the Region must be taken as a Unit since all the posts hitherto in the Divisional Seniority have become Regional Seniority posts.

 

          However, promotions shall be given from among the employees of feeder posts borne on that particular Divisional Seniority list upto sanctions.  For examples, if the total sanctions of ADSs/Controllers in the erstwhile Nandyal and Kurnool Divisions are 100 and 150 respectively 100 ADCs shall be from Nandyala Divisional Seniority list of Drivers/Conductors and 150 ADCs  shall be from Kurnool Division seniority list of Drivers/Conductors at any given date, making total 250 ADCs in the integrated Kurnool Region.  These 250 ADCs can be posted/transferred to any Depot/Unit of the present Kurnool Region.

 

        The total staff strength of these erstwhile Divisional level seniority categories in each of the erstwhile divisions shall be in accordance with sanctions communicated for all the depots of that division put together.

 

        The concerned Regional Managers are advised to take suitable action accordingly.
