Sub:-    EX-GRATIA - Payment of Goodwill to the employees who were not eligible to receive Ex-gratia on account of their wage being more than Rs.3500.00 per month or Rs.42,000.00 per annum for the year 1996-97 - Instructions - Issued - Regarding.

    1)    Payment of Ex-gratia for the year 1996-97 was arranged on 10.09.1997 through the Circular 1st cited to the eligible employees whose Pay + DA did not exceed Rs. 3500/- p.m. subject to their wages not exceeding Rs. 42,000/- per annum in the financial year 1996-97 @ 8.33% of  Pay + DA limiting the payment to Rs. 2500/- for the year 1996-97.

    2)    Corporation is not attracted by the provisions of payment of Bonus Act 1965.  However, it is proposed to pay  Ex-gratia after obtaining approval of the State Government based on the Agreement with the Union.

    3)    In the Memorandum of understanding reached between the APSRTC and APSRTC National Mazdoor Union on 28.09.1997, it was agreed that for all those employees who were not eligible to receive Ex-gratia for the year 1996-97 on account of their wage being more that Rs.3500/- per month or Rs.42,000/- per annum, an amount of Rs. 6.29 Crores would be paid for the year 1996-97 duly distributing to such employees.

    4)    Accordingly, the following working instructions are issued for preparation of Goodwill amount bills and arranging payment for the year 1996-97 subject to Government's approval.

    i)    Any Employee whose Salary/Wage (Pay + DA) exceeded Rs.3500/- per month and Rs. 42,000/- per annum is eligible for Goodwill amount for the year 1996-97.

    ii)    Salary/Wage (Pay + DA) for any month includes arrears of Pay + DA, Increments, FP Increments drawn during that month irrespective of the month of which wages/arrears pertain.

   iii)    Any employee whose Salary/ Wage (Pay + DA) exceeds Rs. 3500/- for any month Goodwill amount shall be paid for the year 1996-97, as illustrated at Annexure -A.

    iv)   Any Employee whose Salary/ Wage (Pay + DA) is Rs.3500/- or less for few months and more than Rs. 3500/- for remaining months in 1996-97 payment of Goodwill amount shall be arranged for the months for which the wage exceeded  Rs. 3500/- per month at the rate of Rs.105/- per month as illustrated at Annexure -D

    v)    In any case the total amount of Goodwill amount payable on monthly pro-rata basis shall be restricted to Rs.1260/- per annum.

    vi)    Good will  amount shall be arranged to employees who retired / resigned / expired during the year 1996-97, if they are other wise eligible.

    The following employees are not eligible for Goodwill amount.

    i)    Officers / Deputationists.

   ii)    Traffic / A.Grade Mechanical Apprentices / Officers Under Training except those who are departmental candidates appointed as Apprentices to whom appropriate amount shall be drawn for the period of their service as regular Employees before the date of appointment as Apprentices / OUTs if they are otherwise eligible.

  iii)    Employees who have worked for more that 30 days during the year 1996-97 but are under suspension or on long leave or absent on the date of payment of Goodwill amount may be paid to the eligible Goodwill amount after they resume duty.

    5)    Payment shall be allocated to A.H 58s of respective groups.

    6)     All the Unit Officers (Salary Drawing Officers) are hereby advised to prepare and keep ready Goodwill Cards/Bills to the extent of eligible months to the employees of the Corporation for the year 1996-97 duly pre-audited for arranging payment after the Government's approval is communicated.

    7)    Final instructions for payment will be issued after receipt of Government approval.

    8)    This has the concurrence of Chief Accounts Officer.
